    Activist architects toolbox: Challenging the austere policies of urban governance in European periphery

    This paper aims to identify the ways in which socially engaged architectural practices contest the policies of neoliberal urban governance in post-socialist cities, permanently situated at the European periphery due to their economic and political position within global capitalism. The analysis is based on three case studies of practices from the Croatian context, whose work is geographically diverse, demonstrates a variety of approaches to social engagement in architecture, and has been shaped by the conditions of austerity in the aftermath of the post-2008 crisis. Results show a broad range of actions contesting the neoliberal urban governance and a variety of mechanisms through which socially engaged architectural practices problematized the conditions of spatial production and politicized their communities, professional networks, and public spaces. It can be argued that these efforts contributed to changes in the public discourse concerning the relation between social inequalities and spatial conditions, and the importance of articulating public and common interests in the processes of urban governance. As the struggles to protect spatial resources from enclosure and privatisation continue amid the entangled economic, political and climate crises, the slow and relational work of socially engaged architectural practices and its potential political effects continue to grow in importance.

    From text to insight: A natural language processing framework for analysing community perceptions for urban climate resilience

    Urban resilience strategies should reflect and strengthen community perceptions of environmental and climate risks. However, policymakers often struggle to engage diverse groups and incorporate insights from multiple and informal sources into resilience plans. This study presents a data-driven framework using Natural Language Processing to analyse community narratives regarding local risks and urban governance. By combining complementary analytical and visualisation techniques, we identify public concerns and perceptions and translate them into actionable urban resilience strategies. This approach is applied to a publicly owned neighbourhood in Lisbon facing aging infrastructure, limited access to services, energy poverty, and high unemployment. Primary data were collected from web-scraped sources and focus groups involving public authorities, local associations, and elderly inhabitants. Unsupervised topic modelling (BERTopic) was employed to identify key themes in digital narratives, including infrastructure quality, environmental conditions, and relations with local social institutions. Focus group transcripts were analysed through sentiment analysis, combining lexicon-based (VADER) and transformer-based (BART) models with expert validation and comparative assessment. Results show low levels of community awareness of environmental and climate risks and significant divergences between institutional and community perceptions of priorities, highlighting gaps in communication, institutional trust, and the perceived effectiveness of municipal renewal initiatives. In response, we propose soft co-design climate actions and targeted community awareness campaigns to strengthen risk perceptions and adaptive capacity. This framework offers transferable lessons for urban climate resilience by integrating insights from both digital and physical communities that are often underrepresented in formal decision-making, thereby supporting more inclusive local adaptation planning.

    Espaço urbano público e dinâmicas territoriais: Miradouro de Santa Catarina, Lisboa

    Nas últimas décadas, Lisboa tem sido objeto de profundas transformações físicas, funcionais, culturais e sociais, das quais emergem novas dinâmicas territoriais com impactos significativos no uso e na apropriação do espaço urbano público. A partir do caso de estudo do miradouro de Santa Catarina, este artigo analisa a forma como processos de gentrificação, mercadorização, privatização e turistificação se materializam neste espaço específico. O artigo procura compreender de que modo estas dinâmicas se expressam no espaço público, o papel das políticas de ordenamento e gestão urbana no centro histórico de Lisboa e os seus efeitos na acessibilidade, convivência e conflito. Conclui-se que estas transformações resultam, em grande medida, de políticas urbanas orientadas para a requalificação do tecido urbano consolidado, associadas à valorização imobiliária e à intensificação da atividade turística. O miradouro de Santa Catarina evidencia, assim, a crescente integração dos espaços públicos em lógicas de mercado e de controlo, bem como em processos de privatização informal, colocando em causa a sua função social enquanto espaços abertos, inclusivos e plurais, afirmando-se como um observatório privilegiado das dinâmicas territoriais contemporâneas no centro histórico de Lisboa.
