Género e poder local

Abstract

A presente tese baseia-se na pesquisa Género e poder local realizada entre 2005 e 2008 para a obtenção do grau académico de mestre com a orientação da Professora Doutora Anália Torres. A investigação visou estudar a relação entre género, suas representações, influências, limitações e expectativas, e poder, neste caso concreto o poder político ao nível local, com especial enfoque na trajectória e enquadramento políticos, representações e práticas, liderança, conflito e negociação. Sendo que se entende género enquanto significações e expectativas social e culturalmente associadas a comportamentos de cada sexo num determinado espaço e tempo (Lorber e Farrell, 1991; Almeida, 1995; Giddens, 1997; Smelser, s.d.; Kimmel, 2000); e poder enquanto uma relação instrumental, intransitiva e recíproca, presente em toda a interacção social (Crozier e Friedberg, 1977; Crozier e Friedberg in Ferreira, 2001). No entanto, para a compreensão desta relação entre género e poder, em que se centrou a atenção no poder político, visto ser o campo da realidade social com maior simbolismo de poder (Barbosa, 1998), não se pode descurar a importante relação que se estabelece entre a vida familiar e a participação activa na vida política, pelo que se incidiu igualmente na influência da família na trajectória política e a influência desta na estrutura familiar. Foi com estes objectivos que se entrevistaram doze Presidentes de Câmara Municipal da Área Metropolitana de Lisboa (pessoa colectiva pública de natureza associativa, de âmbito territorial, que, à data da recolha de informação, englobava dezanove municípios): oito homens e quatro mulheres.

This thesis is based on a research into gender and local political power conducted from 2005 to 2008 for a master’s degree, under the guidance of Dr Anália Torres. The research studied the relationship between gender and its representations, influences, limitations and expectations and power, in this case, local political authorities, with special focus on political careers and frameworks, representations and practices, leadership, conflict and negotiation. Gender understood as significations and expectations socially and culturally associated with behaviours of each sex in a certain place and time (Lorber et al, 1991; Almeida, 1995; Giddens, 1997; Smelser, s.d.; Kimmel, 2000) and power perceived as an intransitive, instrumental, reciprocal relationship in all social interaction Crozier in Ferreira, 2001). However, in order to understand the relationship between gender and power, in this case political power, since politics is considered the field of social reality with most power symbolism (Barbosa, 1998), we could not ignore the important relationship between family life and active participation in political life, and so the research also focused on the influence of the family on political careers and their effect on the family structure. It was with these goals that twelve mayors in the Lisbon Metropolitan Area (legal person of public associative nature of territorial scope, which at the time of data collection had nineteen municipalities) were interviewed: eight men and four women.
