Abstract: | As estratégias de desenvolvimento nacionais têm passado pela criação de uma
economia de inovação, onde produtos baseados em conhecimentos científicos e
tecnológicos permitem a competição nos mercados internacionais. A criação destes
sistemas nacionais de inovação depende da interacção entre governos, universidades e
empresas, o que obriga também a uma redefinição dos papéis que cada uma destas
esferas institucionais assume na sociedade. Perante este desafio, em 2006 foi lançado o
Programa MIT-Portugal (MPP), uma parceria de 5 anos que se propunha a aproveitar a
experiência do Massachussets Institute of Technology (MIT) para promover mudanças
nas áreas da investigação, da formação pós-graduada e do empreendedorismo e
inovação junto das universidades portuguesas. Partindo de um estudo de caso sobre o
Green Islands Project (GIP), um projecto inserido no MPP que teve como objectivo o
desenvolvimento de uma estratégia energética sustentável para os Açores, foi possível
identificar algumas características das relações governo-universidade-empresa no
contexto português, e, tendo em conta o modelo teórico da Tripla Hélice, recolher indícios
de que o governo tem disponibilizado financiamento e criado contextos favoráveis à
interacção entre as esferas institucionais, as universidades portuguesas têm
desenvolvido estratégias de aproximação ao tecido empresarial, e que as empresas têm
interesse em interagir com as universidades, mas que estão menos disponíveis para se
envolverem nas fases iniciais do processo de inovação, ou para disponibilizarem
financiamento directo para o trabalho de investigação. National development strategies have been aiming towards the development of an economy of innovation, where goods incorporating high levels of scientific and technologic knowledge enhance the ability to compete in international markets. The development of these national systems of innovation depends on the interaction between government, universities and industry, which in turn implies a redefiniton of the role that each of these institutional spheres plays in society. Considering this challenge, in 2006 the MITPortugal Program (MPP) was launched, a five year partnership that set out to build upon the Massachussets Institute of Technology (MIT) experience to promote changes in research, post graduate training and entrepreneurship and innovation among portuguese universities. Using a case study on the Green Islands Project (GIP), a research project within MPP that aimed to develop a sustainable energy strategy for the islands of the Azores, it was possible to identify some characteristics of the government-universityindustry relationships in the Portuguese context, and, considering the Triple Helix theoretic model, gather evidence that the government has been providing financial support and creating favourable contexts for the interaction between the institutional spheres, that portuguese universities have been developing strategies to bridge the gap with industry, and that industry has interest in interacting with universities, but is less likely to get involved in earlier stages of the inovation process, or to give direct financial support to research. |
