Dinâmicas de participação na construção da política educativa local em Odivelas

Abstract

No contexto actual, de progressiva territorialização da acção educativa, descentralização, autonomia e abertura da educação à comunidade, o presente trabalho pretende constituir-se como uma reflexão sobre a(s) Política(s) Educativa(s) Local(ais) (PEL), tendo por referência o caso do concelho de Odivelas. Procura-se analisar qual o papel do Conselho Municipal de Educação (CME) e da Carta Educativa (CE), como órgão e instrumento de acção para a definição de uma PEL, que pretende promover uma gestão horizontal, articulando políticas educativas, sociais, culturais, de emprego e de formação. O carácter qualitativo desta pesquisa teve como objectivo a recolha de informação sobre as dinâmicas de participação e de intervenção da Câmara Municipal de Odivelas e dos restantes actores educativos institucionais representados no CME, as formas de participação, as competências de cada actor, as parcerias desenvolvidas e os recursos disponibilizados. Os resultados obtidos evidenciam que parece não existir uma verdadeira PEL em Odivelas, na medida em que por um lado, a política educativa se encontra fortemente centralizada, existindo uma reinterpretação local de directivas emanadas pela administração central. A CE que deveria constituir-se no documento estratégico de explicitação da PEL de Odivelas, na realidade é entendida como uma obrigação legal e uma ferramenta técnicopolítica que pode ser utilizada como um instrumento de acesso a recursos financeiros. Por outro lado, a gestão instrumental do CME, não tem contribuído para que este seja um órgão catalisador de mudança e um espaço privilegiado de reflexão entre os actores educativos para a definição de uma PEL, restringindo-se o debate a temáticas de gestão corrente o que leva a uma sectorialização da temática da educação.

In the current context of gradual territorialization of the educative policy, decentralization, autonomy, and opening of education to the local community, the objective of the following study is to reflect about the Local Education Policy (PEL), having has an object of study the council of Odivelas. This thesis seeks to analyse the exact role of the Municipal Education Council (CME) and the School Map (CE) as instruments that contribute to the definition of the local education policy, that intend to promote coordinated management, articulating educative, social, cultural, job and training policies. The qualitative nature of this research aimed to collect and analyse the dynamics of intervention and participation of the City Council of Odivelas, as well as the rest of the educative social actors represented at the CME, their forms of participation, their competences, the partnerships they developed and the resources that they have made available. The obtained results showed that there doesn’t seem to exist a “true” PEL in Odivelas, this probably happens because the educative policy is still strongly centred, factor caused by a local interpretation of the directives given by the central administration. The School map that should be the strategic document that materializes the PEL in Odivelas, is instead understood as a legal obligation and a political-technical tool used to access financial resources. On the other hand, the instrumental management of the CME has not contributed for it to become an instrument of change and a privileged space of reflection between the educative community for the definition of a PEL, having restricted the debate to the themes of current management, which leads to a sectorialization of the subject of education.
