Cidade consolidada _ Habitar a linha de água

Abstract

Partindo da (re)descoberta da cidade de Lisboa, através dos sistemas hidráulicos (naturais e artificiais), é proposta uma reflexão sobre o papel atual da água na cidade, com ênfase no espaço público gerado em torno da sua presença, olhando a sua génese e transformação, a par com a evolução da infraestrutura hidráulica e da cidade. A reflexão sobre a cidade consolidada e a sua densificação, no caso de Lisboa, é indissociável dos distúrbios causados pela chuva intensa. Num meio caracterizado pela topografia acidentada, o percurso natural da água foi comprometido devido à densificação urbana e impermeabilização das encostas e fundos de vale. Atualmente, poucas horas de chuva intensa estão inevitavelmente ligadas ao temor da acumulação da água. O estudo debruça-se então sobre a forma como podemos tirar partido dos espaços ainda vazios na cidade de Lisboa tornando-os num aliado à resolução deste problema - através da captação, tratamento e distribuição desta água - e associando-os tanto ao espaço público como à habitação. O trabalho divide-se em seis jornais que se complementam entre si e que se organizam em torno de 4 temas: “Entangled Life”, Chão Comum, Habitar e Durável-Reversível. Estes propõem um olhar a diferentes escalas sobre a relação entre a cidade, o quarteirão e a habitação, enquanto propõe também um olhar crítico sobre a forma como construímos nos dias de hoje.

Starting with the (re)discovery of the city of Lisbon through its hydraulic systems (natural and artificial), a reflection is proposed on the current role of water in the city, with an emphasis on the public space generated around its presence, looking at its genesis and transformation, along with the evolution of the hydraulic infrastructure and the city. Reflection on the consolidated city and its densification, in the case of Lisbon, is inseparable from the disturbances caused by heavy rain. In an environment characterized by rugged topography, the natural path of water has been compromised due to urban densification and the sealing of hillsides and valley bottoms. Today, a few hours of heavy rain are inevitably linked to the fear of water accumulation. The study looks at how we can take advantage of the few empty spaces in the city of Lisbon by making them an ally in solving this problem - by capturing, treating and distributing this water - and associating them with both public space and housing. The work is divided into six papers that complement each other and are organized around four themes: Entangled Life, Common Ground, Living and Durable-Reversible. These themes propose an analysis, at different scales, of the relationship between the city, the block and housing, while also taking a critical look at the way we build today.
