Abstract: | Planos como o PER (Programa Especial de Realojamento) permitiram o realojamento de
diversas famílias no Bairro Padre Cruz, facilitando a sua retirada de habitações precárias e sem
condições. Contudo, “arrumaram” estas pessoas em lotes neste bairro social e ignoraram as
outras questões usualmente associadas à habitação.
Para as ciências sociais, fatores como o rendimento (Fonseca, 1984), o tipo de habitação
(Esteves, 1995), a organização espacial do espaço (Malheiros et al., 1989), a concentração de
pobreza, a segregação racial e perturbações familiares (Simpson et al., 1995) são fatores muito
importantes na compreensão do fenómeno da marginalidade. Desta forma, e considerando a
situação de vulnerabilidade social em que se encontram os indivíduos que habitam em bairros
de habitação social, a concentração/segregação nestes lugares pode contribuir para a
normalização de determinados comportamentos que, em certas circunstâncias, podem ser de
génese ilegal (Reid et al., 2005). Por outro lado, a forma como estas situações são depois
reportadas pelos meios de comunicação social (de forma simplificada e censurada) acaba por
contribuir para a criação de estereótipos e preconceitos relativos aos bairros sociais e aos
indivíduos que nele habitam (Pina, 2009).
Estes estigmas acabam por ter consequências na forma como estas pessoas se integram na
sociedade que os rodeia, influenciado assim as oportunidades que lhes são apresentadas (em
especial aos jovens). Neste sentido, o presente relatório foca-se na forma como os estigmas
podem influenciar as oportunidades de vida dos jovens que habitam o Bairro Padre Cruz,
refletindo igualmente sobre a resposta que a concentração de vulnerabilidades várias nos bairros
sociais pode ter tido na promoção destas situações. Rehousing plans such as PER (Special Rehousing Program) allowed the relocation of several families in neighborhood like Bairro Padre Cruz, which facilitated their removal from precarious and poor housing situations. However, this type of program focuses on in giving a house to those in need, ending up leaving them on lots in social neighborhoods, ignoring the other social issues usually associated with housing. For the social sciences, factors such as income (Fonseca, 1984), type of housing (Esteves, 1995), spatial organization of space (Malheiros et al., 1989), concentration of poverty, racial segregation, and family disturbances (Simpson et al., 1995) are very important in the understanding of marginality as a phenomenon. Taking this into account and considering the situation of social vulnerability in which the individuals included in the social housing projects find themselves (Araújo, 2018), their concentration/segregation in this neighborhood may have contributed to the normalization of certain behaviors that, in certain circumstances, may be of illegal origin (Reid et al., 2005). On the other hand, the way these situations are later reported by the media (in a simplified and censored way) end’s up contributing to the creation of stereotypes and prejudices regarding the neighborhood and the individuals who inhabit it (Pina, 2009). These stigmas end up having consequences on the way these people integrate into the society that surrounds them, influencing the opportunities that are presented to them (especially the younger generations). That said the main focus of this paper will be on how these stigmas can influence life opportunities of the younger generations. Also referring to the influence that resettlement plans may have had in promoting these situations. |
