DiverCidade: Plano Municipal para uma educação LGBTI+ inclusiva

Abstract

A temática da orientação sexual, identidade e expressão de género, e características sexuais está cada vez mais presente no debate político, social, cultural, e também académico. Com a crescente importância dada a estes temas, têm surgido mais livros, artigos científicos, conferências, etc., sobre questões LGBTI+. Também no plano educacional as questões LGBTI+ têm ganho significativa importância. Os dados que vão surgindo ao longo dos anos, tanto os quantitativos quanto os qualitativos, denotam uma contínua presença de discriminação de crianças e jovens com base na (perceção da) orientação sexual, identidade e expressão de género, e características sexuais. Neste sentido, torna-se necessário cumprir e alargar o enquadramento legal, bem como fomentar a territorialização das políticas públicas LGBTI+. Desta feita, o presente trabalho de projeto tem como objetivo planear uma política pública para uma educação LGBTI+ inclusiva no município do Barreiro. Com isto em mente, começa-se por definir um problema existente nas escolas, que passa pelo bullying a crianças e jovens com base na orientação sexual, identidade e expressão de género, e características sexuais. Tendo em vista a resolução deste problema, analisa-se a literatura existente sobre a (in)segurança vivida nas escolas por estas crianças e jovens e qual o agendamento sobre as melhores formas de colmatá-la, através de exemplos de projetos já implementados noutros países. Por fim, apresenta-se uma proposta de plano municipal com medidas de política a serem implementadas nas escolas do Barreiro.

The topic of sexual orientation, gender identity and expression, and sex characteristics is more and more present in today’s political, social, cultural, and academic debates. As these subjects grow in importance, more books, research articles, conferences, etc., on LGBTI+-related matters have come up. Also at the educational level, LGBTI+ matters have become significantly more important. Data published over the years, both qualitative and quantitative, show a continuous presence of discrimination towards children and adolescents based on (the perception of) their sexual orientation, gender identity and expression, and sex characteristics. As such, it becomes ever more necessary to comply with and broaden the legal framework as well as foment the territorialization of LGBTI+ public policies. In this context, this project work aims to design a public policy for LGBTI+-inclusive education in the municipality of Barreiro. To this end, we begin with the definition of a problem that needs solving, which is the bullying that children and adolescents experience based on their sexual orientation, gender identity and expression, and sex characteristics. With the aim of tackling this issue, we analyze the existing literature on the (in)security experienced by these children and adolescents at school, and the ways in which this can best be dealt with, taking a look at projects already implemented in other countries. Finally, a municipal plan proposal with policy measures to be implemented in the schools of Barreiro is presented.
