Relações entre entidades públicas e privadas nas artes performativas

Abstract

Embora o Estado tenha uma inegável ação e presença no setor cultural, é impossível falar da cultura e das artes sem analisar o seu papel atual na economia e no desenvolvimento económico da sociedade. A partir da definição e enquadramento dos setores público, privado lucrativo e privado não lucrativo da cultura e das artes, com foco nas artes performativas, esta dissertação teve como principal objetivo o encontro e análise das relações que os setores mantêm entre eles, procurando também servir como base para futuras investigações de melhorias e evoluções das mesmas. Para responder a este objetivo, delineou-se uma estratégia de investigação que passou, numa primeira fase, pela revisão da literatura focada em temas como as políticas públicas da cultura, a economia do setor cultural e a privatização, e, numa segunda fase, de pesquisa empírica, através da observação participante e da realização de conversas informais com responsáveis por duas entidades culturais de dois dos setores económicos da cultura. Esta procura de exemplos reais teve como objetivo uma análise mais próxima do seu funcionamento, bem como da relação que mantêm entre si e com outras entidades. Esta dissertação permitiu criar um conhecimento fundamentado, ainda que ilustrativo, sobre o funcionamento dos setores económicos da cultura em Portugal, bem como das relações entre eles e de alguns processos que aparecem na evolução das políticas públicas da cultura.

Although the State has an undeniable role and presence in the cultural sector, it is impossible to talk about culture and the arts without analyzing their current role in the economy and economic development of society. Based on the definition and framing of the public, profitable private and non-profitable sectors of culture and the arts, with a focus on the performing arts, this dissertation had as its main objective the meeting and analysis of the relationships that the sectors maintain with each other, also seeking to serve as a basis for future investigations of improvements and evolutions. In order to answer this objective, an investigation strategy was created which included, in first place, a literature review focused on themes such as public cultural policies, the economics of the cultural sector and privatization, and, in second place, empirical research, through participant observation and informal conversations with leaders of two cultural entities from two of the economic sectors of culture. This search for real examples aimed for a closer analysis of their operation mode, as well as the relationship they maintain with each other and with other entities. This dissertation allowed the creation of grounded, even if illustrative, knowledge about the functioning of the cultural economic sectors in Portugal, as well as the relationships between them and some processes that appear in the evolution of public cultural policies.
