A frente ribeirinha de Lisboa: Projeto de requalificação do aterro da Boavista

Abstract

Lisboa sempre teve uma profunda relação com o rio Tejo, desde a sua fundação, como um dos principais portos da Europa, até aos dias de hoje. O território em análise, o aterro da Boavista, não foi exceção e ficou claramente marcado pela passagem da industrialização por estes territórios, tendo permanecido com algumas cicatrizes que se verificam até à atualidade. Em Lisboa, a necessidade funcional, através da criação de zonas portuárias com cada vez maior escala, em função de uma necessidade de acolher navios cada vez maiores, ditou o final da relação com o rio, sendo esta meramente funcional (Sanchez, 2011) e levando até ao final do sec. XX, a um crescimento sucessivo do porto industrial. Esta tendência, no século seguinte veio a inverter-se através da relocalização da indústria pesada, deixando para trás vastas áreas ribeirinhas livres. Hoje em dia, existe um grande esforço, principalmente ao nível dos municípios de tentar revitalizar estas zonas das cidades, dotando-as de novos equipamentos, e dando novos usos e atividades, convidando de novo à utilização destes espaços e explorando o seu potencial. Ao se tratar de uma zona ribeirinha, a ameaça da subida do nível médio das águas do mar apresenta-se como um fator crítico ao repensar estes territórios frágeis. A análise de alguns casos de estudo em frentes ribeirinhas, e o seu processo de renovação torna-se assim fundamental para a compreensão das caraterísticas e potencialidades destes territórios, bem como para a compreensão das estratégias propostas. Assim sendo, tendo como base o estudo realizado tanto em turma como individualmente, surge uma proposta que pretende resolver os constrangimentos do local, através da reestruturação e reorganização do edificado, e das suas atividades, vocacionadas para uma frente ribeirinha dedicada essencialmente ao lazer e à cultura num percurso contínuo em toda a sua extensão.

Lisbon has always had a deep relationship with the Tagus river, since its foundation, as one of the main ports in Europe, until today. The territory under analysis, aterro da Boavista, was no exception and was clearly marked by the passage of industrialization through these territories, having remained with some scars that have been verified until today. In Lisbon, the functional need, through the creation of increasingly larger-scale port areas, due to a need to host ever-larger ships, dictated the end of the relationship with the river, which is merely functional (Sanchez, 2011) and leading to the end of 20th century, to a successive growth of the industrial port. This trend, in the following century, came to reverse itself through the relocation of heavy industry, leaving behind vast free riverside areas. Nowadays, there is a great effort, mainly at the level of the municipalities, to try to revitalize these areas of cities, providing them with new equipment, and giving them new uses and activities, inviting again to the use of these spaces and exploring their potential. As a riverside area, the threat of rising average sea level is a critical factor in rethinking these fragile territories. The analysis of some studies cases on riverfronts, and their renewal process, becomes fundamental for understanding the characteristics and potentialities of these territories, as well as for understanding of the proposed strategies. Therefore, based on the study carried out both in class and individually, there is a proposal that intends to resolve the constraints of the place, through the restructuring and reorganization of the building, and its activities, at a riverfront dedicated essentially to leisure and culture in a continuous path throughout its extension.
