O mercado livre de eletricidade e a estrutura tarifária em portugal : uma análise pré e pós MIBEL

Abstract

A presente dissertação pretende estudar o impacto do Mercado Ibérico de Eletricidade no mercado livre e na estrutura tarifária do sector elétrico (segmento doméstico) em Portugal continental. Para analisar o impacto do MIBEL no mercado livre de eletricidade foi utilizada uma metodologia de observação e comparação de dados relativos ao pré (janeiro de 2007) e pós (abril de 2014) MIBEL. Para analisar o impacto do MIBEL na estrutura tarifária foi utilizada uma metodologia de seleção e identificação de dados, assim como o desenvolvimento de fórmulas para calcular os preços médios de eletricidade em Portugal continental entre 2002 e 2014. Recorrendo a gráficos e medidas estatísticas foi possível comparar a evolução pré (até 2007) e pós (depois de 2007) MIBEL. O trabalho empírico conclui que o “arranque” do MIBEL contribuiu para a aceleração do desenvolvimento do mercado livre. Ajudou também a trazer a maioria dos clientes do mercado regulado para o mercado livre e, apesar de a EDP Comercial continuar a ser uma empresa dominante, ajudou a reduzir a concentração de mercado. O MIBEL contribuiu ainda para a diminuição geral dos preços médios de eletricidade em Baixa Tensão Normal para o consumidor final, dado que as tarifas reguladas, que apresentavam um aumento de ano para ano, estão agora extintas e os preços de referência no mercado livre são comparativamente mais baixos. Em junho de 2014 o preço médio mais baixo foi oferecido pela Enforcesco, a primeira comercializadora de eletricidade low-cost e o preço médio mais alto foi oferecido pela GN Fenosa.

This thesis aims to study the impact of the Iberian Electricity Market on the deregulated market and on the tariff structure of the electricity sector (domestic segment) in Portuguese mainland. To analyze the impact of MIBEL on the deregulated electricity market, an observation and comparison methodology of data was used relating to pre (January 2007) and post (April 2014) MIBEL. To analyze the impact of MIBEL on the tariff structure, a selecting and identification data methodology was used, as well as the development of formulas to calculate the average prices of electricity in Portuguese mainland, between 2002 and 2014. The demonstration of this evolution through graphics and statistical measures allowed to compare the pre (until 2007) and post (after 2007) MIBEL periods. The empirical work concludes that the emerging of the MIBEL contributed to accelerate the development of the free market system. It has also helped bringing most of the customers from the regulated market to the deregulated market and reducing market concentration, although EDP Comercial still continues to be a dominant company. Furthermore, MIBEL also contributed to the general decrease of the average prices of electricity in Normal Low Voltage for the end users, since the regulated tariffs, which showed an increase from year to year, are now extinct, and the average prices on the free market system are comparatively lower.
