Abstract: | As farmácias desempenham um papel fundamental na saúde em Portugal, mas a sua viabilidade encontra-se comprometida, devido à crise generalizada e às alterações no contexto político-legal. Neste estudo, baseado em entrevistas realizadas a 17 gestores de farmácias, descrevem-se as estratégias levadas a cabo pelas farmácias para responder a este contexto, tendo por base a teoria da dependência de recursos e a teoria institucional.
Os resultados demonstram que as farmácias recorreram essencialmente a três tipos de estratégias para fazer face à crise: (i) criação de alianças (nomeadamente, com outras farmácias), na pressão política (através da associação empresarial do setor) e na sucessão executiva (mudança dos diretores técnicos das farmácias), respostas explicáveis pela teoria de dependência de recursos; (ii) o isomorfismo (adaptação às normas e legislação) e conformismo (aceitação das politicas), respostas previsíveis à luz da teoria institucional; (iii) estratégias distintivas relativamente à gestão operacional do negócio. Os resultados obtidos suportam a generalidade das predições de ambas as teorias, mas mostram ainda que os gestores das farmácias se focam em estratégias operacionais que, não sendo previstas, poderão contribuir para a sustentabilidade das farmácias. Pharmacies play a key role in health in Portugal, but its viability is compromised due to the widespread crisis and changes in the political-legal context. In this study, based on interviews with 17 pharmacies managers, we describe the strategies undertaken by pharmacies to answer this context, based on the theory of resource dependency and institutional theory. The results demonstrate that pharmacies resorted essentially three types of strategies to cope with the crisis: (i) creating alliances (particularly with other pharmacies), political pressure (through business trade association) and executive succession (change technical directors of pharmacies), explainable by the theory of resource dependence responses; (ii) the isomorphism (compliance with standards and legislation) and conformity (the acceptance policy), predictable responses to the institutional theory; (iii) distinctive strategies for the operational management of the business. Results support the generality of the predictions of both theories, but also show that managers of pharmacies focus on operational strategies that , not being predicted, may contribute to the sustainability of pharmacies. |
