Streamlining: A racionalização dos procedimentos de atribuição de apoios financeiros ao cinema e audiovisual

Abstract

Cabe ao Estado garantir o acesso à cultura para todos os cidadãos. A realização deste imperativo constitucional, especialmente no contexto de crise económica e social, não é isenta de dificuldades. E se saúde, proteção social e segurança são fatores vitais da existência do Estado – como na sua formação eram os exércitos – a cultura, enquanto agregadora de relações sociais, não deixa de desempenhar um importantíssimo papel na paz e bem-estar social. Desde a formação dos Estados à época moderna que conhecemos, a Administração Pública, que nasceu para a execução das tarefas crescentes do Estado tem-se vindo a orientar gradualmente para o cidadão. Esse movimento vem-se verificando desde o fim da 2.ª Guerra Mundial, mas refocou-se no Novo Serviço Público, no dealbar do presente século. Desde 1974, o Estado entendeu ser de apoiar financeiramente o cinema português através do Instituto do Cinema e do Audiovisual. Em resultado das diferentes políticas do sector, o cinema português conseguiu chegar a distantes países onde é reconhecido, sendo um importante veículo para o conhecimento do país lá fora e para a atração de turismo. O procedimento atual do Instituto do Cinema e do Audiovisual, normalmente moroso e complicado, de atribuição de subvenções é aqui revisto – streamlined – para que, aproveitando as tecnologias existentes, com reduzido investimento, se torne eficiente e, mantendo as garantias legais, reduza a sua duração e discricionariedade. O resultado obtido, surpreendente pelo retorno económico e eficiência alcançáveis, enquadra esta reforma na redução da despesa que a crise impõe e serve melhor um setor carente de apoio para a geração de riqueza (que muito claramente gera!).

The State warrants the access of all citizens to Culture. The implementation of such a constitutional rule, especially in this context of economic and social crisis, is not without issues. Public health, social protection and safety are vital to the survival of the State – as armies were in its shaping – however, Culture, as a social aggregator, plays an important role in social welfare. From their beginning to the modern States, as we know them, the public service, charged with the execution of the growing tasks assumed by the State, has been turning towards a more citizen oriented efficiency. This is particularly evident since World War II, but, in the beginning of this new century, the New Public Service School refocused it. In 1974, the Portuguese State decided to take upon itself to financially support, through the Portuguese Film Institute, the national cinema industry. The subsequent sectoral policies helped Portuguese film reach far away countries where public recognition came soon enough, helping to promote Portugal’s image abroad and to attract tourism. The lengthy and complex grant procedure now in place at the Institute is, in this study, streamlined, taking advantage of the pre-existing technologies, and a rather low investment amount, to make it much more efficient, shorter and less discretionary, in keeping with the legal warranties. The result, with a surprising foreseen return on investment and raised efficiency, is in tune with the need to decrease public expenditure and to better serve a sector that needs the public support to generate wealth (which it very clearly does!).
