Entre a Estratégia de Lisboa e a Europa 2020: Para onde caminha o Modelo Social Europeu?

Abstract

No ano em que se assinala o ano europeu do combate à pobreza e à exclusão social, que se fecha o ciclo da Estratégia de Lisboa (2000-2010) e que se discute a nova estratégia europeia (Europa 2020) para o período 2010-2020, pretendemos reflectir sobre um dos dilemas que a Estratégia de Lisboa pretendeu resolver – como se articula a coesão social com a competitividade (nas suas várias dimensões) da economia europeia. O nosso trabalho tem três objectivos principais. O primeiro é fazer um exame relativo à coesão social na UE no período 2000-2010, isto é, existe maior ou menor coesão social? Em segundo, qual a relação entre a coesão social e a multiplicidade de dimensões que com ela interagem, isto é, existe alguma «fórmula de sucesso» que contribui para o reforço da coesão social? Em terceiro, face aos resultados alcançados e à análise das causas que o sustentam, que modelo está a ser construído na UE? Para concretizar estes objectivos, para além de procedermos a uma sistematização bibliográfica e propormos um modelo interpretativo da coesão social na UE, recorremos a um conjunto de procedimentos estatísticos. Descrevemos a coesão social na UE (utilizando um conjunto de indicadores) e estimamos um modelo de regressão da coesão social na UE. Por último, iremos ta mbém reflectir sobre a nova estratégia Europa 2020. Em suma, esta tese pretende ser um ponto de situação relativamente ao Modelo Social Europeu (e consequentemente sobre a coesão social na UE). Num quadro tão complexo como o actual pretendemos reflectir sobre: de onde vimos? Onde estamos? Para onde poderemos ir?

In the year that the European Union designated to be the European Year for Combating Poverty and Social Exclusion, when the Lisbon Strategy cycle is ending and when the new European Strategy (Europe 2020) for the period 2010-2020 is discussed, we aim to reflect upon one of the dilemmas the Lisbon Strateg y claimed to solve – how does the social cohesion articulate with the competitiveness (in its many dimensions) of the European economy. Our dissertation has three main goals. The first is to perform an assessment about the social cohesion in the European Union in the period 2000-2010, i.e. is there more or less social cohesion? Secondly what is the relation between the social cohesion and the multiplicity of dimensions that interact wit h it, i.e., is there a «success formula» which contributes to the reinforcement of the social cohesion? Thirdly in view of the results obtained and the analysis of the reasons that support it, which model is being built in the European Union? To render these goals concrete, we proceed to a literature review and propose an interpretative model of the social cohesion in the European Union, we resort to a set of statistical proceedings. We describe the social cohesion in the European Union (by using a set of indicators) and estimate a model of linear regression of the social cohesion in the European Union. Finally we will also reflect upon the new strategy: Europe 2020. In sum, this dissertation pretends to be an assessment of the European Social Model (and therefore of the social cohesion in the European Union). In such a complex context as the present one, we aim to reflect about: where do we come from? Where are we? Where can we go to?
