Protecionismo comercial e comércio intraindustrial: uma comparação EUA – UE

Abstract

O objetivo desta dissertação consiste em definir grupos de produtos pertencentes às pautas aduaneiras dos EUA e da UE (compostas por mais de 5000 produtos desagregadas a 6 dígitos) que partilham semelhanças, definidas por um conjunto de variáveis de cariz internacional, nomeadamente o índice de vantagens comparativas, o índice de Grubel-Lloyd e outros indicadores de comércio internacional. Existe uma literatura bastante atual que relaciona o grau de comércio intraindustrial com o nível de proteção comercial, i.e., quanto maior o comércio intraindustrial, menor será o grau de protecionismo. Com o propósito de testar esta teoria utilizámos a análise de clusters como método de análise dos dados e como variável de distinção entre os grupos o índice de Grubel-Lloyd. Para cada uma das regiões em análise foram obtidos quatro conjuntos diferentes de produtos. De seguida, cada um desses quatro tipos foi depois melhor caracterizado, socorrendo-nos das restantes variáveis já anteriormente definidas. Finalmente, estabelecemos uma comparação entre as duas regiões averiguando possíveis diferenças e semelhanças.

The aim of this work is to define groups of products for trade tariffs of the U.S.A. and the E.U. (composed of over 5000 products disaggregated at the 6 digit-level) which share similarities, defined by a set of international variables, namely the index of comparative advantages (VCA), the Grubel-Lloyd index and other indicators of international trade. There is a very atual literature that relates the degree of intraindustry trade with the level of protectionism, i.e., the higher the proportion of intraindustrial trade, the lower the degree of protectionism. In order to test this theory we used cluster analysis as a method of data analysis and as a classification variable between groups the Grubel-Lloyd index. For each of the analyzed regions we obtained four different sets of groups of products. Afterwards each of these four types was further characterized, with the help of the other international variables. Finally, we establish a comparison between the two regions by examining possible differences and similarities.
