A confiança no serviço nacional de saúde

Abstract

Considerando o panorama socioeconómico em Portugal, o objetivo desta tese é definir quais os principais preditores da confiança associados ao Serviço Nacional de Saúde (SNS) e verificar a presença de um efeito cumulativo na ação conjunta entre os fatores específicos do SNS e a confi-ança pública, na construção global da confiança no SNS. Para isso, foi elaborado um instrumento que reúne simultaneamente um questionário adaptado de Calnan e Sanford e um conjunto de questões retiradas do European Social Survey. De acordo com os resultados, evidenciou-se a mais-valia que representa entrar em linha de conta com a Confiança Pública para melhor com-preender a confiança global no SNS. Este dado empiricamente sustentado poderá sublinhar a importância de se compreender os processos de contágio institucional em que os níveis de confi-ança gerais depositados no SNS não são alheios à confiança que merecem as demais instituições sociais, jurídicas, políticas e outras. A conceção da confiança no SNS deve assim ser enquadrada numa perspetiva mais social, onde cremos que existe uma parte substancial da capacidade predi-tora do comportamento desta variável.

Considering the socio-economic panorama in Portugal, the aim of this thesis is to define the main predictors of trust associated with the National Health Service (NHS) and verify the presence of a cumulative effect of joint action between the specific factors of the NHS in building global confidence and the public confidence in the NHS. For this, we developed an instrument that combines both a questionnaire adapted from Calnan and Sanford and a set of questions taken from the European Social Survey. According to the results, there was the added value that is to consider Public Trust to better understand the overall confidence in the NHS. This empirically sustained data highlights the importance of understanding the processes of institutional contagion levels of general trust deposited in the NHS, which are affected by the trust in other social, legal, and political institutions, among others. The design of the confidence in the NHS should thus be framed in a more social perspective, where we believe that there is a substantial part of the pre-dictive capacity of the behavior of this variable.
