Abstract: | Através da análise de dados diários dos pagamentos processados no sistema de
pagamentos português operado pelo Banco de Portugal, pretendemos avaliar o impacto
de efeitos de calendário, bem como de variáveis institucionais e financeiras no valor,
número e valor médio dos pagamentos interbancários. Este trabalho visa contribuir para
uma melhor perceção do padrão dos pagamentos interbancários processados pelo
sistema Português de liquidação por bruto em tempo real, antes e depois do início da
recente crise financeira. De facto, a compreensão dos fluxos de pagamentos
interbancários assume uma elevada importância para a promoção do adequado
funcionamento dos sistemas de pagamentos e, por inerência, para a manutenção da
estabilidade financeira. Através da análise de modelos econométricos estáticos e
dinâmicos, concluímos que os efeitos de calendário, nomeadamente o dia da semana e o
mês do ano, mantêm um impacto positivo significativo, enquanto os feriados em
Portugal e os feriados bancários nos Estados Unidos apresentam um efeito negativo
antes e depois do início da recente crise financeira. Também concluímos que o padrão
dos pagamentos interbancários é significativamente afetado por variáveis institucionais
e financeiras (como a liquidação das operações principais de refinanciamento e dos
futuros transacionados na bolsa portuguesa e a evolução das taxas de juro objeto de
análise) após o início da recente crise financeira. Verificamos, igualmente, que os
modelos evidenciam uma maior capacidade preditiva no período antes do início da
recente crise financeira. Using daily data from the payments processed through the Portuguese payment system operated by Banco de Portugal, we assess the impact of calendar effects, as well as institutional and financial variables, on the value, number and average value of interbank payments. The work aims to provide insights on the pattern of interbank payments processed in the Portuguese real-time gross settlement system, before and after the beginning of the recent financial crisis. In fact, understanding interbank payment flows is a very important step towards the smooth functioning of payment systems and, therefore, the maintenance of financial stability. Through the examination of static and dynamic econometric models, we conclude that calendar effects, namely the day of the week and month of the year, have a notable positive impact, while the holidays in Portugal and bank holidays in the United States of America have a negative effect before and after the beginning of the recent financial crisis. We also conclude that the pattern of interbank payments is considerably affected by institutional and financial factors (such as the settlement of the main refinancing operations and of the futures traded in the Portuguese stock exchange and the evolution of the interest rates under analysis) after the beginning of the recent financial crisis. We also verify that the models have a better forecasting accuracy on the period before the beginning of the recent financial crisis. |
