A criança em situação de rua na cidade de Lisboa: Construção como problema do serviço social

Abstract

A realidade das crianças em situação de rua tem vindo a transformar-se ao longo da evolução da sociedade. Através desta investigação pretendemos estudar as crianças em situação de rua da cidade de Lisboa com intervenção institucional e do assistente social com ou sem estrutura familiar suporte. Através da pesquisa documental e da realização de entrevistas a quatro técnicos do Projecto Rua – “Em Família Para Crescer”, do Instituto de Apoio à Criança, procurámos sistematizar a diversidade de concepções de criança em contexto de rua nas ciências sociais e em particular no Serviço Social, conhecer a evolução dessa realidade ao longo do tempo e definir o perfil actual do grupo-alvo. Para além disso, pretendemos conhecer e compreender qual a influência do Sistema de Protecção Social Nacional na resposta a este fenómeno, assim como estabelecer a relação com a intervenção do Serviço Social, identificando os modelos de intervenção social na promoção e defesa dos direitos destas crianças. Através de uma pesquisa exploratória, apoiada numa abordagem qualitativa, analisam-se os dados recolhidos em três dimensões distintas: Criança em situação de rua; Sistema de Protecção em Portugal; Intervenção Social e Serviço Social.

The problem of street children has evolved with society. The aim of this investigation was to study children in a street context in the city of Lisbon receiving help from certain institutions and social workers with or without a family structure. By researching documents and interviewing four professionals of Projecto Rua – “Em Família Para Crescer” of the Instituto de Apoio à Criança we have tried to classify the different conceptions of street children in social sciences and in particular Social Work, to understand the evolution of this problem and to define the current profile of the target group. Moreover, we have tried to understand what influence the Portuguese Social Protection System has in the resolution of this problem as well as establishing the relationship with the action of Social Work, identifying the methods that the professionals use in the promotion and defence of the rights of these children. Exploratory research, supported by a qualitative approach has allowed us to analyse the data collected in three distinct categories: Street children; Social Protection System in Portugal; Social Action and Social Work.
