Abstract: | No presente working paper viaja-se pela história da educação de adultos a partir da intervenção de entidades como a UNESCO, a OCDE e a União Europeia. Caraterizam-se os dois principais paradigmas neste campo, nomeadamente a Educação Permanente e a Aprendizagem ao longo da Vida, e as suas consequências ao nível das políticas públicas. Emergindo do segundo destes paradigmas, o processo de validação de aprendizagens não formais e informais, forma inovadora de encarar o ato de aprender e a certificação, encontra-se em expansão na União Europeia, concretizando-se em diferentes dispositivos de validação, que apresentam denominadores comuns (decorrentes das orientações europeias) mas também especificidades locais (fruto das diferenças na organização dos sistemas políticos e educativos de cada Estado). Analisam-se alguns desses dispositivos e apresentam-se algumas das caraterísticas do sistema português que o tornam singular e um dos mais desenvolvidos da Europa. In this working paper we travel in the history of adult education, focusing in the intervention of organizations such as UNESCO, OECD and the European Union. We characterize the two main paradigms in this field, Adult Continuing Education and Lifelong Learning and its consequences in terms of public policies. Emerging from the second of these paradigms, the validation of learning outcomes acquired through non-formal and informal learning, an innovative way of looking at the act of learning and at certification, is expanding in the European Union, materializing in different validation devices that have common principles (due to the European guidelines) but also local differences (due to the political and educational systems of each state). We examine some of these devices and present some of the characteristics of the Portuguese system, that make it unique and one of the most developed systems in Europe. |
