Apropriação e desenvolvimento: do discurso à prática na Declaração de Paris

Abstract

A ideia de assegurar a apropriação das políticas de desenvolvimento por parte dos países beneficiários foi reconhecida como um dos princípios basilares da Declaração de Paris sobre a eficácia da ajuda ao desenvolvimento. No entanto, a implementação e avaliação do princípio de apropriação têm gerado questões e debates sobre a possibilidade de distinguir entre apropriação efetiva e apropriação virtual. A distinção entre as duas reside na dimensão política da eficácia da ajuda, que tem estado ausente da agenda internacional. Este artigo percorre os debates existentes, no sentido de identi-ficar as clivagens essenciais em torno do conceito de apropriação, e as suas desvantagens e oportunidades, bem como refletir sobre a validade do conceito tal como operacionalizado pelo processo de Paris.

The idea of ensuring the ownership of development policies by beneficiary countries was recognised as one of the cornerstone principles of the Paris Declaration on Aid Effectiveness. However, the implementation and evaluation of the principle of ownership sparked questions and debates regarding the possibility of distinguishing between actual ownership and virtual ownership. The difference between the two lies in the political dimension of aid effectiveness, which has been absent from the international agenda. This paper provides an overview of the existing debates with the aim of identifying the essential cleavages regarding the concept of ownership, its disadvantages and opportunities, as well as reflecting on the validity of the concept as operationalised by the Paris process.
