Implementação do balanced scorecard numa IPSS: o caso do JRS

Abstract

O presente trabalho teve como objetivo principal a implementação da ferramenta de gestão BSC no JRS. Pretende-se também que este trabalho seja um guião para outras IPSS que desejem implementar o BSC. No início do trabalho efetua-se um breve enquadramento teórico relativo ao BSC e ao BSC no terceiro setor, de forma a introduzir o leitor no tema. No capítulo seguinte efetua-se a aplicação do BSC, que se inicia com a contextualização do BSC e com a identificação das metodologias utilizadas. A metodologia adotada foi a nine steps to success, por ser uma abordagem disciplinada e prática. Apresenta-se ainda um cronograma com todas as atividades desenvolvidas. No que concerne à construção do BSC, esta inicia-se com a avaliação do JRS, efetuando a caraterização geral: missão, valores, visão, estratégia e eixos estratégicos. Tornou-se então possível definir os temas estratégicos, as perspetivas, os objetivos estratégicos, o mapa estratégico, os indicadores, bem como as respetivas metas e iniciativas. No que respeita à implementação do BSC propriamente dita, esta inicia-se com a recolha de dados. Para o efeito realizaram-se sete inquéritos. De seguida efetua-se a seleção do sistema de informação para a implementação do BSC, a qual recaiu sobre o software da Quidgest. Após a inserção dos dados no BSC extraíram-se os relatórios e os Scorecards, de forma a avaliar os resultados do JRS.

The main objective of this project is the implementation of the BSC in the JRS. It is also intended that this project would be a guide for other IPSS that want to implement the BSC. At the beginning of the project, a brief theoretical framework it’s carried out concerning the BSC and the BSC in the third sector, in order to introduce the reader in the realm of the topic. The application of the BSC it’s carried out in the next chapter, that is started by contextualizing the BSC and with the identification of the methodologies used. The methodology adopted was the nine steps to success, due to the fact that it is a disciplined and practical approach. It is also introduced a schedule with all the developed activities. In what concerns the construction of the BSC, this is started with the evaluation of the JRS, taking on a general characterization: mission, values, vision, strategy and strategic axes. It turned possible to define the strategic topics, the perspectives, the strategic objectives, the strategic map, the indicators as also the respective goals and initiatives. As regards the implementation of the BSC, properly due, this is started with the data collection. For this purpose, seven inquiries were made. Afterwards a selection of the information system is carried out for the implementation of the BSC, where the choice was Quidgest software. After the insertion of the data in the BSC, reports and Scorecards were extracted in order to evaluate the results of the JRS.
