O impacto das migrações na Segurança Social Portuguesa

Abstract

Portugal, um país considerado desenvolvido, depara-se, à semelhança dos seus congéneres, com um problema de envelhecimento populacional, derivado da fraca natalidade e do aumento da Esperança Média de Vida. Este problema tem várias implicações, sendo uma das principais a sustentabilidade do sistema da Segurança Social, nomeadamente o aumento do número de beneficiários e a redução do número de contribuintes. Neste sentido, as migrações são apontadas como uma possível solução, quer a nível demográfico, quer a nível financeiro para, no curto prazo, mitigar os efeitos do envelhecimento populacional. Neste sentido, a presente dissertação teve como objetivo avaliar o impacto das migrações na Segurança Social, concluindo que este é muito positivo, quer a nível financeiro, com um saldo positivo entre contribuições e prestações sociais relativas a estrangeiros, quer a nível demográfico, considerando que as migrações contribuem para o rejuvenescimento populacional. Neste sentido, a presente dissertação desmistifica diversos assuntos, percecionados pela generalidade da população de forma errónea, mostrando que, em termos objetivos, a presença de imigrantes em Portugal é benéfica, no que diz respeito ao sistema da Segurança Social.

Portugal, a country considered developed, is facing—like many other nations—a problem of population aging, driven by low birth rates and rising life expectancy. This issue has several implications, one of the most significant being the sustainability of the Social Security system, particularly the increasing number of beneficiaries alongside a declining number of contributors. In this context, migration has been identified as a potential short-term solution, both demographically and financially, to mitigate the effects of population aging. This dissertation set out to examine the impact of migration on the Social Security system, concluding that its overall effect is highly positive—financially, by generating a surplus between contributions and social benefits related to foreign nationals, and demographically, by contributing to the rejuvenation of the population. In doing so, the dissertation also challenges several widespread misconceptions held by the general public, showing that, from an objective perspective, the presence of immigrants in Portugal is beneficial to the sustainability of the Social Security system.
