A systematic review of dynamics between refugee-led organizations and international humanitarian actors in Lebanon

Abstract

Lebanon, hosting the highest number of refugees per capita globally, has seen Refugee-Led Organizations (RLOs) play a central role in addressing the humanitarian needs of displaced populations, particularly Syrian refugees. In the context of a politically unstable and economically fragile environment, RLOs collaborate with International Non-Governmental Organizations (INGOs) and International Organizations (IOs). However, these partnerships are frequently challenged by significant power imbalances, legal restrictions, and systemic inequities. This study applies the “Power in and Over Cross-Sector Partnerships” framework to investigate how power dynamics affect RLO-INGO/IO collaborations in Lebanon. Through a systematic review of policy documents, organizational reports, and academic literature, the research identifies key challenges for RLOs, including limited decision-making autonomy, uneven resource distribution, and tokenistic inclusion in partnership processes. Despite these challenges, RLOs demonstrate resilience, utilizing grassroots knowledge, community trust, and informal networks to assert their agency and advocate for their communities’ needs. The findings reveal that INGOs dominate partnerships due to their control over resources and institutional authority, often sidelining the contributions of RLOs. However, the study also identifies opportunities for more equitable collaboration, including promoting mutual accountability, integrating RLO perspectives into decision-making, and addressing structural barriers to resource access. The study concludes with actionable recommendations to develop inclusive humanitarian frameworks that empower RLOs as equal stakeholders, improve partnership equity, and foster sustainable humanitarian practices. By highlighting Lebanon's unique context, this research contributes to the global discourse on effective and inclusive humanitarian collaboration.

O Líbano, com o maior número de refugiados per capita, tem visto as Organizações Lideradas por Refugiados (OLRs) desempenharem um papel essencial no atendimento às necessidades humanitárias dos refugiados sírios. Contudo, em um contexto politicamente instável e economicamente fragilizado, as OLRs enfrentam desafios nas parcerias com Organizações Não Governamentais Internacionais (ONGIs) e Organizações Internacionais (OIs), como desequilíbrios de poder, restrições legais e desigualdades sistémicas. Este estudo aplica o modelo "Power in and Over Cross-Sector Partnerships" para analisar as dinâmicas de poder nas colaborações entre OLRs e ONGIs/OIs no Líbano. Através de uma revisão de documentos políticos, relatórios e literatura académica, a pesquisa identifica desafios como a limitação da autonomia das OLRs, a distribuição desigual de recursos e a inclusão simbólica nas parcerias. Apesar disso, as OLRs demonstram resiliência ao utilizar conhecimento local, redes informais e confiança comunitária para afirmar sua agência e defender as necessidades de suas comunidades. Os resultados mostram que as ONGIs dominam as parcerias devido ao controle de recursos e autoridade institucional, marginalizando as OLRs. No entanto, o estudo sugere oportunidades para uma colaboração mais equitativa, como promover a responsabilidade mútua e integrar as OLRs nas decisões estratégicas. O estudo conclui com recomendações para desenvolver quadros humanitários inclusivos que capacitem as OLRs, promovam práticas mais equitativas e sustentáveis.
