Crossing boundaries: NGO efforts and government pushback policies on irregular migration at the Lithuanian-Belarusian border

Abstract

This dissertation sheds light on the dynamics between state policies and NGO-led humanitarian efforts in managing irregular migration at the Lithuanian-Belarusian border, focusing on the NGO Sienos Grupė. By investigating the perspectives and experiences of NGO Sienos Grupė activists and volunteers, the study examines the interaction between grassroots humanitarian responses and Lithuania's securitized approach to irregular migration, marked by pushbacks and restrictive detention policies. Using sociological theories like Foucault’s concept of biopolitics as a theoretical lens, along with the notions of engineered migration and collective identity, this work analyzes the mechanisms of state power, exclusion, and social movements that shape migrant treatment and societal perception. Through a case study approach, the findings highlight conflicts between the humanitarian requirements imposed by NGO Sienos Grupė actors and the state's security-driven migration management, emphasizing how individual experiences and group identities within the NGO create a counter-narrative that challenges the state's actions. Ultimately, this study provides insights into the broader societal and institutional dynamics impacting irregular migration in Lithuania, illustrating the roles of both state and civil society in defining and challenging the boundaries of inclusion as well as exclusion.

Esta dissertação lança luz sobre a dinâmica entre as políticas governamentais e os esforços humanitários liderados por ONG na gestão da migração irregular na fronteira Lituânia- Bielorrússia, centrando-se na ONG Sienos Grupė. Ao investigar as perspetivas e experiências dos ativistas e voluntários da ONG Sienos Grupė, o estudo analisa a interação entre as respostas humanitárias de base e a abordagem securitária da Lituânia à migração irregular, que é marcada por pushbacks e políticas de detenção restritivas. Utilizando o conceito de biopolítica de Foucault como uma lente teórica, juntamente com os conceitos de migração projectada e identidade colectiva, esta investigação analisa os mecanismos de poder estatal, exclusão e movimentos sociais que moldam o tratamento e a perceção social dos migrantes. Através de uma abordagem de estudo de caso, os resultados destacam os conflitos entre os requisitos humanitários impostos pelos actores da ONG Sienos Grupė e a gestão da migração orientada para a segurança do Estado, enfatizando como as experiências individuais e as identidades de grupo dentro da ONG criam uma contra-narrativa que desafia as acções do Estado. Em última análise, este estudo fornece informações sobre as dinâmicas sociais e institucionais mais amplas que têm impacto na migração irregular na Lituânia, ilustrando os papéis do Estado e da sociedade civil na definição e no desafio das fronteiras da inclusão e da exclusão.
