António Moreira Veloso: Arquitetura Moderna no Bairro Operário da Tabaqueira (1960-1974)

Abstract

O artigo analisa a evolução morfológica do bairro operário da Tabaqueira, localizado em Albarraque, Sintra-Portugal. Para tal, investigamos a sua localização territorial, procurando compreender a sua formação, que surgiu com a chegada da indústria do tabaco ao concelho de Sintra. Contextualizamos o surgimento da Tabaqueira no contexto temporal e espacial. Isto envolveu compreender a influência da indústria na cidade, bem como o seu papel na implementação de políticas de apoio à habitação. O bairro operário da Tabaqueira foi projetado pelo arquiteto António Moreira Veloso num projeto faseado, realizado entre 1962 e 1974. Nele, as unidades residenciais foram planeadas de forma a aliar a funcionalidade à qualidade de vida no campo, através da criação de grandes espaços verdes. A construção do bairro decorreu no quadro legal de apoio à habitação social, em linha com as políticas paternalistas da CUF. Isto culminou na formação de uma nova centralidade na periferia de Lisboa, impulsionada pelos serviços e facilidades oferecidos pelo bairro. Consideramos o bairro da Tabaqueira uma construção moderna e cheia de lições, com qualidades distintas que o tempo dificilmente apagará. Reconhecemos os ideais éticos modernos do arquiteto António Moreira Veloso, que criou uma obra inovadora e de grande relevância social.

The article analyses the morphological evolution of the Tabaqueira workers’ neighbourhood, located in Albarraque, Sintra-Por- tugal. To do this, we investigate its territorial location, seeking to understand its formation, which emerged with the arrival of the tobacco industry in the municipality of Sintra. We contextualize the emergence of Tabaqueira in the temporal and spatial context. This involved understanding the industry’s influence on the city, as well as its role in implementing policies to support housing. The Tabaqueira workers’ neighbourhood was designed by architect António Moreira Veloso as a phased project, car- ried out between 1962 and 1974. In it, the residential units were planned to combine functionality with the quality of life in the countryside, through the creation of large green spaces. The construction of the neighbourhood took place within the legal framework of support for social housing, in line with CUF’s paternalistic policies. This culminated in the formation of a new cen- trality on the outskirts of Lisbon, driven by the services and facilities offered by the neighbourhood. We consider the Tabaqueira neighbourhood to be a modern construction full of lessons, with distinct qualities that time is unlikely to erase. We recognize the modern ethical ideals of architect António Moreira Veloso, who created an innovative work of great social relevance.
