De l’avidité des rebelles. L’analyse économique de la guerre civile selon Paul Collier

Abstract

Ultimamente, três correntes conquistaram uma influência especial no debate científico ou político sobre as guerras civis. Uma destas correntes, cujo porta-voz principal é o economista Paul Collier, pretende repensar esta categoria de conflito acordando uma importância destacada à economia. Na lógica desta abordagem, a rebelião é definida como predatória e como “forma de criminalidade organizada”. Sem querer analisar a construção interna do modelo, os autores propõem-se destacar algumas das suas fraquezas, procedendo, entre outros, a um exame crítico deste modelo, a saber o seu valor de previsão.

Lately three currents have conquered special influence on the academic and political debate on civil wars. One of these currents, headed by the economist Paul Collie, pursues the declared objective or rethinking this kind of conflict from the vantage point of a particular importance attributed to the economy. I the perspective of this approach, rebellion is defined as predatory and as a “form of organized crime”. Without pretending to analyse the internal structure of the model, the authors try to point out some of its weaknesses. In this, the dwell above all on a critical exam of the proof offered by Collier for what he considers the main merit of His model, i.e. its predictive capacity.

Dernièrement trois courants ont acquis une influence particulière dans le débat Universitaire ou politique sur les guerres civiles. Un de ces courants dont le chef de fil est l’économiste Paul Collier, entend repenser cette catégorie de conflits et se caractérise par l’importance qu’il accorde à l’économie. Dans lá perspective de cette approche, la rébellion este définie comme de la prédation et comme une “forme de ciminalité organisée”. Ne prétendent pas analyser la construction interne du modèle, les auteurs se proposent d’en par collier du principal mérite de son modèle, sa valeur de prédiction.
