Políticas culturais locais e associativismo: O caso do município da Amadora

Abstract

Esta investigação tem como objetivo analisar a dinâmica de relacionamento entre as associações culturais da Amadora e o poder local, considerando as políticas culturais desenvolvidas no município. No campo cultural e no âmbito da governação local, é de suma importância estabelecer parcerias sólidas entre as associações culturais e o poder local, a fim de desenvolver estratégias de difusão cultural abrangentes. Essa colaboração aproveita plenamente a significativa influência das associações e está em total consonância com a estratégia de implementação da Agenda 2030 – Objetivos de Desenvolvimento Sustentável, que requer uma cooperação dinâmica envolvendo não apenas o setor público, mas também outros atores, como os parceiros sociais e a sociedade civil. Tendo em consideração que uma análise mais profunda permite a identificação de singularidades, foi desenvolvida uma pesquisa de carácter qualitativo, que envolveu entrevistas a presidentes de associações culturais do município da Amadora e ao Vereador do Pelouro da Cultura, como representante do poder local. Procurou-se caracterizar as associações, incluindo as atividades desenvolvidas, financiamento e parcerias, e compreender a estratégia política na área da cultura, bem como as políticas culturais e associativas em vigor. Espera-se que os resultados deste estudo beneficiem formuladores de políticas, líderes municipais e outras partes interessadas envolvidas na promoção da cultura e do associativismo cultural.

This investigation aims to analyse the dynamics of the relationship between cultural associations in Amadora and local government, considering the cultural policies developed in the municipality. In the cultural field and in the scope of local governance, it is extremely important to establish solid partnerships between cultural associations and local authorities, to develop comprehensive cultural dissemination strategies. This collaboration takes full advantage of the significant influence of associations and is fully in line with the implementation strategy of the 2030 Agenda – Sustainable Development Goals, which requires dynamic cooperation involving not only the public sector, but also other actors, such as social partners and civil society. Considering that a deeper analysis allows to identify singularities, a qualitative research was developed, which involved interviews with presidents of cultural associations in the municipality of Amadora and the Councillor for the Department of Culture, as a representative of the local government. We sought to characterize the associations, including the activities developed, financing and partnerships, and understand the political strategy in the cultural field, as well as the cultural and associative policies in force. The results of this study are expected to benefit policymakers, municipal leaders and other stakeholders involved in promoting culture and cultural associations.
