Abstenção e magnitude dos círculos eleitorais em Portugal: Revisitando uma velha questão

Abstract

A presente dissertação tem como objetivo aferir a relação entre a magnitude dos círculos eleitorais e a taxa de abstenção em Portugal. A representação justa dos eleitores nas instituições é, em si mesma, politicamente importante, impactando a realização de políticas públicas que verdadeiramente espelhem as preferências dos eleitores. No entanto, se o desenho do sistema eleitoral, nomeadamente em termos de magnitude dos círculos, cria incentivos para a abstenção, este objetivo é mais difícil de alcançar. Neste estudo, revisita-se a hipótese de a magnitude dos círculos eleitorais se encontrar associada a diferentes níveis de participação eleitoral em Portugal, analisando os resultados das eleições legislativas portuguesas, entre 1979 e 2022, procurando medir o impacto da magnitude na abstenção, assim como de outras variáveis de controlo, recorrendo a correlações e regressões lineares. Em concreto, foi apurado que o efeito da magnitude na abstenção existe, sendo que quanto maior é a magnitude de um círculo eleitoral, menor tende a ser a taxa de abstenção. Este efeito é também identificável quando analisamos cada círculo eleitoral individualmente, existindo indícios de que seja mais importante em anos mais recentes.

This dissertation aims to assess the relationship between the size of district magnitude and voter turnout /abstention in Portugal. Fair representation of voters in institutions is inherently politically important, impacting the formulation of public policies that truly reflect the preferences of the electorate. However, if the design of the electoral system, particularly in terms of the size of electoral districts, creates incentives for abstention, this objective becomes more challenging to achieve. In this study, we revisit the hypothesis that district magnitude is associated with various levels of voter participation in Portugal by analyzing the results of Portuguese legislative elections from 1979 to 2022. We seek to measure the impact of district magnitude on abstention, as well as other control variables, using correlations and linear regressions. Specifically, it was found that the effect of district magnitude on abstention does exist, with larger electoral districts tending to have lower abstention rates. This effect is also noticeable when we analyze each individual electoral district, with indications that it may be more significant in more recent years.
