A interoperabilidade na administração pública: A tarifa social de energia e a resposta à vulnerabilidade social

Abstract

A pobreza energética tem afetado essencialmente as pessoas em situação de vulnerabilidade socioeconómica. Com o objetivo de reduzir a pobreza energética e exclusão social, em Portugal, foi criada a tarifa social de energia elétrica em 2010, e a tarifa social de gás natural em 2011. Até 2016, verificou-se que a aplicação desta medida tinha produzido resultados positivos. Nos últimos anos os serviços públicos têm primado em prestar os seus serviços de forma mais ágil e eficiente, utilizando também as tecnologias de informação de forma intensa e com o máximo nível de qualidade. Tendo em atenção a realidade social, o Estado pode modificar os mecanismos no setor público de forma a efetivar as políticas públicas, tornando a atribuição da tarifa através de um modelo único e automático. Na presente dissertação, pretendeu-se investigar através de uma abordagem metodológica mista, o impacto da introdução da interoperabilidade entre sistemas na abrangência, qualidade e eficiência da atribuição da tarifa social de energia. Com as imposições da CNPD, não foi possível encontrar dados que permitissem realizar a caraterização sociodemográfico dos clientes finais beneficiários, e a identificação em função do critério de elegibilidade. No entanto, com os resultados da investigação, permitem aferir que a integração de diversas fontes de dados e a simplificação dos procedimentos administrativos, a interoperabilidade permitiu gerar ganhos, onde beneficiaram os cidadãos, os serviços e o ambiente. Deste modo, os serviços públicos poderão caminhar no sentido de responder ao princípio only once.

Energy poverty has essentially affected people in situations of socio-economic vulnerability. With the aim of reducing energy poverty and social exclusion in Portugal, the social electricity tariff was created in 2010 and the social natural gas tariff in 2011. Up until 2016, the application of this measure had produced positive results. In recent years, public services have endeavoured to provide their services in a more agile and efficient way, also using information technology intensively and with the highest level of quality. Taking into account the social reality, the state can modify the mechanisms in the public sector in order to implement public policies effective, making the allocation of the tariff through a single and automatic model. In this dissertation, it was intended to investigate, using a mixed methodological approach, the impact of introducing interoperability between systems on the coverage, quality and efficiency of the allocation in social energy tariff. Due to the CNPD's impositions, it was not possible to find data that would allow the sociodemographic characterisation of final customers benefiting from the social energy tariff and the identification of beneficiaries according to the eligibility criteria. However, with the results of the research, it is possible to verify that the integration of different data sources and the simplification of administrative procedures, interoperability allowed generating gains, benefiting citizens, services and the environment. In this way, public services will be able to move towards responding to the only once principle.
