Alterações à legislação laboral e tensões no seio da Geringonça: Visões alternativas sobre a regulação do mercado de trabalho em Portugal

Abstract

Esta dissertação investiga a reforma laboral portuguesa de 2019 enquanto um dos principais motivos de rutura entre o governo minoritário socialista e os seus parceiros de esquerda. A presente investigação incide sobre a trajetória recente de regulação do mercado de trabalho em Portugal, entre 2003 e 2019, explorando as alterações introduzidas nas áreas da proteção do emprego e da contratação coletiva. As medidas introduzidas antes e durante a Grande Recessão e a crise da dívida soberana representaram reformas estruturais do mercado de trabalho português, com impactos significativos nas condições de trabalho dos cidadãos. Após este período, o governo minoritário socialista, apoiado no parlamento pelos partidos de esquerda, propôs-se a proceder à regulação do mercado de trabalho que, no entanto, acabou por ser um tema fraturante entre o governo e os seus parceiros. A partir da análise de conteúdo de documentos oficiais, notícias e debates parlamentares, acompanhada da realização de entrevistas com deputados, membros do governo e parceiros sociais, esta dissertação conclui que, no seio desta rutura, estiveram visões distintas acerca da regulação do mercado de trabalho.

This dissertation investigates the Portuguese 2019 labour market reform as one of the main reasons for the rupture between the socialist minority government and its left-wing partners. The research focuses on the recent trajectory of labour market regulation in Portugal, between 2003 and 2019, exploring the changes introduced in employment protection legislation and collective bargaining. Measures introduced before and during the Great recession and the sovereign debt crisis represented structural reforms of the Portuguese labour market, with significant impacts on citizens’ working conditions. From 2015, the socialist minority government, supported in parliament by the left-wing parties, proposed to embark on the regulation of the labour market, which, however ended up being a divisive issue between the government and its partners. Based on the content analysis of official documents, media news and parliamentary debates, accompanied by interviews with MPs, members of the government and social partners, this dissertation concludes that, within this rupture, there were different views on the regulation of the labour market.
