The role of non-governmental organisations in promoting women's rights in Afghanistan during and after external-led state-building: A case study

Abstract

For decades, Afghanistan has grappled with significant socio-political challenges, with the condition of women being of particular concern, enduring cycles of oppressive regimes and shifting geopolitical dynamics. The promotion of women's rights, once a central justification for international intervention, has experienced a tumultuous journey, oscillating between progress and regression in a nation deeply marked by conflict and external influences. Against this backdrop, the thesis investigates the role and challenges faced by NGOs promoting women's rights in Afghanistan. Through expert interviews and qualitative content analysis, it is evident that NGOs have been indispensable in this arena, demonstrating adaptability in targeting specific aspects of women's rights amidst conditions marked by insecurity, cultural sensitivities, and limited resources. The recent takeover by the Taliban has further compounded these challenges, affecting NGOs profoundly. The focus of this dissertation is on understanding how these organizations navigate the changed conditions and the subsequent impact on their efficacy. The research concludes that the primary limiting factor for NGO effectiveness is the intricate and often unpredictable environment in which they function. Emphasizing the need for a context-specific approach, this study paves the way for crucial insights for future research in this domain.

Ao longo das últimas décadas, o Afeganistão tem enfrentado desafios sociopolíticos significativos, com a condição das mulheres sendo particularmente preocupante e algo que perdura independentemente das alterações nas condições geopolíticas e dos vários ciclos políticos . A promoção dos direitos das mulheres, uma das principais justificações para a intervenç ão da comunidade internacionais no país e um dos principais focos no apoio ao desenvolvimento , continua a atravessar uma jornada tumultuosa, oscilando entre progresso e retrocesso num cenário pautado por conflitos e influências externa. Nesse contexto, esta dissertação investiga o papel e os desafios enfrentados p elas ONGs que promovem os direitos das mulheres no Afeganistão. Através de entrevistas com especialistas e a nálise qualitativa de conteúdo, revelamos que as ONGs têm sido indispensáveis, demonstrando adaptabilidade e resiliência mesmo sob condições de insegurança, sensibilidades culturais distintas e recursos limitados. A recente tomada de poder pelo Talibã veio agrava r este desafio, afetando profundamente o trabalho até então realizado pelas ONGs. O objetivo desta dissertação é compreender as estratégias que essas organizações utilizam para navega r neste contexto complexo e o impacto das recentes alterações na s ua ação. A dissertação conclui que o fator que mais limita a eficácia das ONGs no Afeganistão é o ambiente de insegurança e frequentemente imprevisível em que elas operam. É enfatizada a necessidade de desenvolver uma abordagem especialmente talhada a o contexto de análise e, nesse sentido, este estudo visa oferecer algumas conclusões importantes para futuras investigações nes te domínio
