Impacto da COVID-19 nas economias dos Países Africanos de Língua Oficial Portuguesa (PALOP) e as medidas tomadas pelos diferentes governos para responder à crise pandémica

Abstract

Os Países Africanos de Língua Oficial Portuguesa (PALOP) foram atingidos pela crise sanitária da pandemia Covid-19 no início do primeiro trimestre de 2020. Deste modo, gerou-se numa crise económica e social, sobretudo em países com forte dependência externa, que se apresenta como uma das mais sérias crises sanitárias vividas, com os mais altos custos socioeconómicos das últimas décadas. O objetivo deste trabalho é analisar os impactos da COVID-19 na Economia dos PALOP, compreender se as respostas dadas pelos diferentes governos favorecem ou não o acentuar da pobreza nas famílias, o desaparecimento das empresas de um tecido empresarial já muito débil, constituído pelas pequenas e médias empresas e a economia informal, e ainda se o crescimento das dívidas públicas levará a uma situação de insustentabilidade. A nível metodológico esta tese é baseada nos estudos de caso, através da combinação de métodos qualitativos e quantitativos. O método qualitativo foi utilizado na recolha das informações e análise dos dados obtidos, entre quais quadros e os documentos oficiais destes países durante o intervalo abrangido pelo estudo, entre 2018-2020. O método quantitativo, foi utilizado para uma análise descritiva simples dos dados das diferentes variáveis económicas escolhidas. Os resultados demonstram que a crise sanitária da Covid-19 afetou significativamente as economias dos PALOP e as medidas tomadas foram importantes na mitigação dos impactos da pandemia nas famílias e nas empresas, mas não foram suficientemente capazes de atenuar a pobreza como desejado.

The Portuguese-speaking African Countries (PALOP) were hit by the health crisis of the Covid-19 pandemic at the beginning of the first quarter of 2020. In this way, an economic and social crisis was generated, especially in countries with strong external dependence, which presents as one of the most serious health crises experienced, with the highest socioeconomic costs in recent decades. The objective of this work is to analyse the impacts of COVID-19 on the Economy of the PALOP, to understand whether the responses given by the different governments favour or not the accentuation of poverty in families, the disappearance of companies from an already very weak business fabric, made up of small and medium-sized enterprises and the informal economy, and whether the growth of public debts will lead to a situation of unsustainability. At a methodological level, this thesis is based on case studies, through the combination of qualitative and quantitative methods. The qualitative method was used to collect information and analyse the data obtained, including tables and official documents from these countries during the period covered by the study, between 2018-2020. The quantitative method was used for a simple descriptive analysis of the data of the different economic variables chosen. The results demonstrate that the Covid-19 health crisis significantly affected the PALOP economies, and the measures taken were important in mitigating the impacts of the pandemic on families and companies but were not sufficiently capable of alleviating poverty as desired.
