As trajetórias profissionais dos investigadores: do aumento de recursos humanos à promoção do emprego científico

Abstract

Em Portugal, no que respeita às políticas de recursos humanos (RH) em ciência e tecnologia (C&T), durante os anos 90 foram implementadas várias medidas com o objetivo de aumentar os RH em C&T, através dos programas de bolsas de doutoramento e de pós-doutoramento. Posteriormente, durante os anos 2000, com o objetivo de reforçar os vínculos de trabalho dos investigadores, foram implementadas políticas de promoção do emprego científico, tais como o Programa Ciência (PC) e o Investigador FCT (IF). Porém, durante a vigência destes dois programas o problema da precariedade dos investigadores, bem como a falta de perspetivas de futuro, não foi resolvido, tendo-se acentuado a sua manifestação por parte dos próprios investigadores e das suas associações representativas. Esta tese tem como principal objetivo estudar e compreender o problema da precariedade dos investigadores doutorados, mais precisamente, observando as diferentes visões e perceções dos intervenientes no processo, designadamente os dirigentes das instituições de acolhimento, os representantes da tutela política, os próprios investigadores e dirigentes das instituições representativas, e ainda procura compreender o impacto das políticas de emprego científico no desenvolvimento do Sistema Científico Tecnológico Português e os obstáculos ao desenvolvimento da carreiras de investigação na generalidade das instituições. Para alcançar o objetivo proposto, realizou-se um inquérito online, e várias entrevistas aos vários atores do processo político de modo a perceber as suas posições em relação à problemática em estudo.

Portugal, with regard to human resources (HR) policies in science and technology (S&T), during the 1990s several measures were implemented to increase HR in S&T, through doctoral and postdoctoral fellowship programs. Later, during the 2000s, with the aim of strengthening the working relationships of researchers, policies were implemented to promote scientific employment, such as the Ciência Programme and the FCT Investigator Programme. However, during the duration of these two programmes, the problem of the precariousness and lack of future perspectives of the investigators became more evident, leading to their denouncement on the part of researchers and representative associations. It is the intent of this work, to study and understand the problem of the precariousness of PhD researchers, more precisely, observing the different views and perceptions of those involved in the process, namely the directors of the host institutions, the representatives of political authority, the researchers themselves and the representatives of researcher associations and also seeks to understand the impact of scientific employment policies on the development of the Portuguese Scientific Technological System and the obstacles to the development of research careers in most institutions. To achieve the proposed objective, an online survey was carried out, and several interviews were carried out with the several actors of the political process in order to understand their positions in relation to the problem under study.
