Acolhimento e integração de refugiados e requerentes de asilo em Portugal: qual o papel do poder local?

Abstract

Em 2015, com o agravar dos conflitos no Médio Oriente e Norte de África, a Europa foi assolada com uma onda de milhares de pessoas que se colocaram em fuga dos seus países de origem em busca de segurança e estabilidade. A União Europeia não enfrentava uma situação tão grave como esta desde a II Guerra Mundial. Alguns Estados Membros foram sobrecarregados com a chegada de requerentes de asilo e refugiados como a Grécia e Itália, especialmente pela sua posição geográfica estratégica, sendo que estas pessoas chegavam principalmente pelo Mar Mediterrâneo. Em resposta a este problema, a Comissão Europeia formula a Agenda Europeia da Migração e dá-se início ao processo de recolocação de refugiados. Portugal ficou encarregue de acolher 1 642 pessoas. O poder local e a sociedade civil revelaram-se pilares fulcrais na recolocação de refugiados em Portugal. Um pouco por todo o mundo, várias cidades e municípios foram reagindo a esta crise humanitária e hoje é clara a grande importância do poder local na gestão deste problema. Nesta dissertação, a Junta de Freguesia de Arroios foi escolhida como estudo de caso por ser a mais multicultural do país e por ser a que mais ações desenvolve e apoios presta a refugiados e requerentes de asilo a nível nacional.

In 2015, as conflicts in the Middle East and North Africa worsened, Europe was hit with a wave of thousands of people fleeing their homes in search of safety and stability. The European Union had not faced a situation as serious as this since World War II. Some Member States were overwhelmed with the arrival of asylum seekers and refugees, such as Greece and Italy, especially because of their strategic geographic position, since these people were arriving mainly through the Mediterranean Sea. In response to this problem, the European Commission formulated the European Agenda on Migration and began the process of relocating refugees. Portugal was in charge of receiving 1,642 people. The local power and civil society have proven to be key pillars in the relocation of refugees in Portugal. All over the world, several cities and municipalities have been reacting to this humanitarian crisis and today it is clear the great importance of the local power in managing this problem. In this dissertation, the Arroios Parish Council (Junta de Freguesia de Arroios) was chosen as a case study because it is the most multicultural in the country and it has the most actions directed to refugees and asylum seekers at national level.
