O diretor e o conselho geral: Representações dos atores escolares sobre as suas competências e desempenho

Abstract

O Decreto-Lei n.º 75/2008, de 22 de abril, posteriormente alterado pelo Decreto-Lei n.º 137/2012, de 2 de julho, veio alterar o paradigma da gestão das escolas públicas portuguesas, promovendo, entre outras, a reformulação dos órgãos de gestão dos agrupamentos de escolas/escolas não agrupadas. Esta reformulação marcou um contraste vincado com a legislação vigente até então, ao centralizar o poder executivo de gestão escolar numa única figura – o Diretor – e ao estabelecer um órgão colegial – o Conselho Geral – cujas competências passam, entre outras, por eleger e avaliar o Diretor, definir as linhas orientadoras do agrupamento de escolas/escolas não agrupadas e aprovar os documentos orientadores, como o Projeto Educativo. Mais de dez anos após estas alterações e estando os novos órgãos de gestão já estabilizados e incorporados nos agrupamentos de escolas/escolas não agrupadas, parece oportuno efetuar uma investigação sobre as representações e perceções das lideranças e protagonistas escolares, em dois contextos concretos (dois agrupamentos de escolas da área metropolitana de Lisboa). Assim, este estudo pretende identificar os posicionamentos e representações: 1. dos membros do Conselho Geral, do Diretor e dos docentes sobre o modo de funcionamento, as competências e o desempenho do Conselho Geral e do Diretor; 2. dos membros do Conselho Geral, do Diretor e dos docentes sobre a articulação existente entre o Conselho Geral e o Diretor; 3. dos docentes sobre a sua participação nas decisões do Conselho Geral e do Diretor; 4. dos membros do Conselho Geral, do Diretor e dos docentes sobre a gestão estratégica do agrupamento.

Decree-Law nº. 75/2008 of April 22, subsequently amended by Decree-Law nº. 137/2012 of July 2, changed the paradigm of the management of Portuguese public schools, promoting, among others, the reformulation of the management bodies of school clusters/non-clustered schools. This reformulation pointed out a contrast to the legislation in force until then, by centralizing the executive power of school management in a single figure - the Principal - and establishing a collegial body - the General Council - whose powers include, among others, electing and evaluating the Principal, defining the guidelines of the school clusters/non-clustered schools and approving the guiding documents. More than ten years after these changes and with new management bodies already stabilized and incorporated in school clusters/non-clustered schools, it seems appropriate to carry out an investigation into the representations and perceptions of school leadership and actors in specific contexts (two school clusters in the metropolitan area of Lisbon). Therefore, this study aims to identify the positions and representations: 1. of the members of the General Council, the Principal and the teachers on the functioning, the competencies and the performance of the General Council and the Principal; 2. of the members of the General Council, the Principal and the teachers on the existing articulation between the General Council and the Principal; 3. of the teachers on their participation in the decisions of the General Council and the Principal; 4. of the members of the General Council, the Principal and the teachers on the strategic management of the school cluster.
