O papel da Organização não governamental, Erasmus Student Network, no programa Erasmus+

Abstract

O seculo XX ficou marcado pelo crescimento do papel das organizações não governamentais (ONGs) no sistema internacional e pela internacionalização do ensino superior através da criação de novas iniciativas como o Programa Erasmus +. Com o intuito de melhorar a experiencia de mobilidade dos participantes do Programa Erasmus +, os antigos estudantes internacionais criam em 1989 uma nova estrutura de apoio - a Erasmus Student Network (ESN). À semelhança das restantes ONGs, com vista a atingir os seus objetivos, a ESN procura influenciar as decisões politicas através da aplicação de estratégias de advocacia junto dos atores-chave do programa. Adicionalmente, esta organização advoga por uma melhor qualidade e uma maior quantidade de mobilidade através de uma diversidade de iniciativas e pela sua capacidade de atuação em três níveis: local, nacional e internacional. Nesta perspectiva, esta dissertação pretende analisar se a Erasmus Student Network tem influência no processo de tomada de decisão do Programa Erasmus+. Com o apoio do método analítico de Betsill e orell (2016), é conduzida uma investigação sobre o papel que esta organização detém, na formulação de uma das políticas publicas mais bem sucedidas da União Europeia.

The 20th century was pronounced by the growth of the non-governmental organization’s role in the international system and for the internationalization of higher education through the creation of new initiatives like the Erasmus + Programme. In 1989, with the view to improve the mobility experience of the Erasmus + Programme participants, former international students created a new supporting structure - the Erasmus Student Network (ESN). Similar to other NGOs, and with the perspective to fulfill their goals, ESN explores how to influence political decisions with the application of advocacy strategies into the programme key-actors. Additionally, this organization advocates for better quality and quantity of mobilities through a diversity of initiatives and by its capacity to act in three levels: local, national, and international. In this view, this dissertation intends to analyze if the Erasmus Student Network influences the decision-making process of the Erasmus + Programme. Conducted with support from Betsill and Corell’s (2016) analytical framework, this research analyzes the impact that this organization has on formulating one of the most successful public policies in the European Union.
