As relações entre a UE e a Ucrânia: na direcção do alargamento?

Abstract

O objetivo deste estudo é compreender a atual relação de aproximação entre a União Europeia e a Ucrânia, através de uma análise do discurso da União Europeia sobre a Ucrânia, e sobre o modo como é construída a assinatura do acordo de associação entre ambas as partes, com base em documentos e discursos oficiais de líderes de Instituições Europeias. Propus duas possíveis hipóteses para esta questão, chegando à conclusão de que apesar das relações entre a União Europeia e a Ucrânia apresentarem uma evolução positiva, o discurso da União Europeia afasta a hipótese de adesão, focando apenas na ideia de um maior aprofundamentamento da Iniciativa da Parceria Oriental, no contexto da Política Europeia de Vizinhança.

The aim of this study is to understand the current rapprochement between the European Union and Ukraine through an analysis of the EU's discourse on Ukraine, and on how the signing of the association agreement between both parties is constructed, based on official documents and speeches by leaders of European institutions. I proposed two possible hypotheses for this issue, concluding that although relations between the European Union and Ukraine have evolved positively, the EU's discourse removes the possibility of accession, focusing only on the idea of further deepening the EU Initiative.
