O Erário Régio: as contas e o poder 1762-1833

Abstract

Esta tese sobre o Erário Régio ou Real Erário, órgão que centralizava as contas do Reino de Portugal, é um trabalho essencialmente de História Quantitativa, e tem por objecto historiográfico, verificar como a estrutura de escrituração por partidas dobradas do Erário, respondia às respectivas operações económicas e financeiras e analisar a contabilidade do Erário de forma a extrair conclusões minimamente credíveis sobre as contas do Reino. Estudámos quatro momentos no Erário Régio – 1765, 1798, 1816, 1823 – e para se poder cumprir as metas a que nos propusemos, começámos por elaborar em cada Contadoria, um Balanço e uma conta de Ganhos e Perdas, os quais faltam em grande parte nos arquivos do Tribunal de Contas. Dividimos o estudo do tema em duas partes, a primeira, extrínseca ao Erário e que comporta os três primeiros capítulos, onde se estuda tempos e espaços que o precederam, a metodologia seguida para estudo do tema e uma revisão da literatura da História da Contabilidade, dando especial ênfase ao século XX, à História Quantitativa, e à Nova História da Contabilidade. Na segunda parte, que constitui a parte nuclear da tese, apresentamos o Erário por dentro, isto é, no quarto capítulo estudamos os funcionários e a organização logística do Erário e no capítulo seguinte, analisamos as contas e o trabalho produzido pela instituição, face ao Reino, que financeiramente representou. Nas conclusões, avaliamos a acção empreendida pelo Erário, nos 72 anos da sua existência, e como o tempo, juíz dos contextos, o envelheceu: o terramoto físico que pôs fim aos Contos do Reino e Casa em 1755 e deu origem ao novo Erário em 1762, é o terramoto político que pôs termo ao velho Erário Régio em 1833.

This dissertation focuses on the Royal Treasury, the institution which centralized the bills of the Kingdom of Portugal. It is mainly a work of Quantitative History whose historiographical object is to verify how the Treasury’s bookkeeping structure by double-entries matched the economic and financial operations and analyse the Treasury’s accounting in order to build trustworthy conclusions about the Kingdom’s bills. We have studied four periods on the Royal Treasury’s history – 1765, 1798, 1816, 1823 – and to fulfil our goals, we firstly created a balance sheet and an account of gains and losses for each Accountancy, most of which are missing in the archives of the Court of Auditors. We divided this work in two parts. The first part, which comprises the first three chapters, points out the times and spaces prior to the Royal Treasury, the methodology used for the study of this subject and a literature review of the History of Accounting, with highlights on the 19th century, the Quantitative History and the New History of Accounting. In the second part, the main core of this dissertation, we present the Royal Treasury from the inside, i.e., in the fourth chapter we study the employees and the logistics of the Royal Treasury, and in the following chapter we analyze the bills and the work of this institution towards the kingdom that financially represented it. In the conclusions we access the action of the Royal Treasury during its 72 years of existence and how time has aged it: the physical earthquake that put an end to the Contos do Reino e Casa in 1755 and gave rise to the new Treasury in 1762, and the political earthquake that put an end to the old Royal Treasury in 1833.
