Turismo em Portugal: aplicação da taxa municipal turística

Abstract

Na segunda metade do século XX, o fenómeno da globalização permitiu encurtar distâncias entre fronteiras. Como consequência, o turismo teve um “boom” de crescimento. Portugal também verificou um crescimento do setor turístico, especialmente reflexo do aumento da procura registada de não residentes. Na última década a cidade de Lisboa tornou-se uma das city-break da Europa mais visitadas. Porém o aumento do número de turistas no município, segundo a Câmara Municipal sucedeu num aumento das despesas associadas à gestão do município. De forma a conseguir combater o aumento da despesa, foi considerado que a melhor ferramenta para obter receita seria a aplicação da Taxa Municipal Turística. O presente trabalho tem como objetivo principal analisar aplicação da taxa municipal turística no município de Lisboa e aferir à sua eficiência através da análise aos resultados projetados com aplicação deste tributo. Os resultados obtidos demonstram os aumentos das despesas do município está fortemente relacionado com o aumento do número de turistas. Também foi possível verificar que a aplicação da taxa não teve influência negativa sobre a procura turística assim como a receita obtida ajuda a financiar uma grande parte dos gastos registados com o turismo.

In the second half of the twentieth century, the phenomenon of globalization made it possible to shorten distances between borders. As a result, tourism has had a growth boom. Portugal also saw a growth in the tourism sector, especially reflecting the increase in registered demand from non-residents. In the last decade, the city of Lisbon has become one of the most visited city breaks in Europe. However, the increase in the number of tourists in the municipality, according to the City Council, was followed by an increase in expenses associated with the management of the county. In order to counteract the increase in expenditure, it was considered that the best tool to obtain revenue would be the application of the Municipal Tourist Tax. The present work aims to analyze the application of the municipal tourist tax in the municipality of Lisbon and to assess its efficiency through the analysis of the projected results with the application of this tax. The results show the increase in expenses of the municipality is strongly related to the increase in the number of tourists. It was also possible to verify that the application of the tax had no negative influence on the tourist demand as well as the revenue obtained helps to finance a large part of the expenses with tourism.
