Condições políticas e económicas para a maioria de esquerda

Abstract

No final de 2015 o sistema político português pôde observar a formação do primeiro governo constitucional apoiado parlamentarmente por partidos da esquerda radical. Este evento constituiu-se como a principal motivação da presente dissertação, sendo que a mesma procura responder a três questões distintas, nomeadamente: i) quais as causas que explicam a ausência do estabelecimento de dinâmicas cooperativas entre os partidos da esquerda portuguesa até 2015; ii) quais as razões que justificam que esta experiência tenha ocorrido em 2015; iii) encontram-se, ou não, reunidas as condições para a repetição das atuais dinâmicas de cooperação. Para responder satisfatoriamente a tais questões, foram identificados determinados instrumentos teóricos da área da Ciência Política utilizados anteriormente em problemáticas semelhantes. Através desses instrumentos apurou-se que os partidos políticos priorizam, em maior ou menor grau, a conquista do executivo (office-seeking), influenciar o desenho das políticas públicas (policy-seeking) ou maximizar os resultados eleitorais (voteseeking), criando-se uma dinâmica triangular entre os três objetivos. As ações dos partidos em diferentes períodos são explicadas não só pelas suas prioridades, mas também por três géneros de fatores: institucionais, organizacionais e conjunturais. Os primeiros correspondem às regras do sistema e ao contexto no qual os partidos interagem; os fatores organizacionais relacionam-se com as características internas dos partidos ou com questões diretamente ligadas aos mesmos; por último, os fatores conjunturais englobam todos aqueles que possuem uma localização no espaço e no tempo específica e de curta-duração. In the end of 2015 the Portuguese political system saw the development of the first constitutional government supported parliamentary by radical left parties. This event constituted itself as the principal motivation of the present dissertation as it seeks to respond to three distinct questions, mainly: i) the causes that explain the absence of the establishment of cooperative dynamics among the portuguese left-wing parties until 2015; ii) the reasons that justify this experience occurring in 2015; iii) whether or not the conditions are fulfilled for the repetition of the current cooperation dynamics. To respond satisfactorily to such issues, certain theoretical instruments previously used in similar problems of the area of Political Science have been identified. Through these instruments it was found that political parties prioritize, to a greater or lesser degree, the conquest of the executive (office-seeking), influence the design of public policies (policy-seeking) or maximize election results (voteseeking), creating a triangular dynamic between the three goals. The actions of the parties in different periods are explained not only by their properties, but also by three kinds of factors: institutional, organizational and conjunctural. The first correspond to the rules of the system and the context in which the parties interact; the organizational factors relate to internal characteristics of the parties or matters directly linked to them; lastly, the conjunctural factors encompass all those who possess a short term specific location in space and time.
