Refugiados em Portugal nos inícios do Estado Novo: movimento, controlo e repressão policial no contexto da Guerra Civil de Espanha (1936-1939)

Abstract

O presente working paper pretende analisar a presença de refugiados em Portugal durante o período da Guerra Civil de Espanha, do ponto de vista da vigilância e da repressão que lhes foram movidas pelas autoridades policiais portuguesas, receando o regime salazarista que a população contactasse, de uma forma geral, com os estrangeiros, muitas vezes vistos como portadores de ideias entendidas como subversivas e que poderiam colocar em perigo a segurança e a ordem internas. Neste contexto, aborda-se ao longo deste artigo o aparelho de vigilância fronteiriço que se encontrava em funcionamento nos inícios do Estado Novo, o qual constituía a primeira barreira à entrada de cidadãos indesejáveis em Portugal, assim como as principais dificuldades enfrentadas pelas autoridades portuguesas no exercício dessa vigilância, nomeadamente a carência de efetivos, que levava à elaboração de diversos pedidos, solicitando o reforço de diversos postos de vigilância, resultando numa colaboração mais estreita entre as diferentes forças policiais. Neste sentido, este artigo pretende abrir novas perspetivas no domínio do estudo do fenómeno do refúgio em Portugal no contexto de um regime ditatorial e repressivo.

This working paper has as objective to analyze the presence of refugees in Portugal during the period of the Civil War of Spain, from the point of view of the surveillance and the repression that were moved to them by the Portuguese police authorities, fearing the salazarist regime that the population contacted, in general, with foreigners, often seen as carriers of ideas understood as subversive and that could endanger internal security and order. In this context, this article deals with the border surveillance apparatus that was in operation at the beginning of the Estado Novo, which was the first barrier to entry of undesirable citizens in Portugal, as well as the main difficulties faced by the Portuguese authorities in the exercise of such surveillance, in particular the shortage of personnel, which led to the elaboration of several requests, requesting the reinforcement of several surveillance posts, resulting in a closer collaboration between the different police forces. In this sense, this article intends to open new perspectives in the field of study of the refuge phenomenon in Portugal in the context of a dictatorial and repressive regime.
