Auto-emprego em Portugal: O impacto do ciclo económico e desemprego

Abstract

O tema auto-emprego tem vindo a ganhar cada vez maior relevância nas economias dos mais diversos países, sendo considerado um grande impulsionador da economia. Neste campo, são várias as motivações que levam os indivíduos a optarem por este tipo de trabalho podendo ser de carácter financeiro, onde os indivíduos perspetivam obter maiores rendimentos ou, simplesmente, optam por este tipo de trabalho por não terem outra alternativa para obterem rendimento. Neste sentido, é possível definir empreendedorismo como sendo de oportunidade, quando o indivíduo vislumbra uma oportunidade de negócio, ou de necessidade, quando o indivíduo opta pelo trabalho independente por se encontrar, porventura, numa situação de desemprego, onde o auto-emprego é em determinada altura a melhor opção. Relativamente ao empreendedorismo português, embora sem ser conclusivo, constata-se que se carateriza por ser de oportunidade. Relacionando os microdados do inquérito ao emprego do Instituto Nacional de Estatística, tendo por base os anos de 2011 até ao 1º trimestre de 2017 e a variável macroeconómica desemprego regional, verifica-se que o desemprego não influencia a tomada de decisão dos indivíduos portugueses na entrada para o auto-emprego. Desta forma, a tomada de decisão incide sobre uma escolha pessoal e, eventualmente, o vislumbrar de uma boa oportunidade de negócio ou simplesmente a continuação de um projeto familiar. Assim, a entrada para o auto-emprego não é sensível à taxa de desemprego regional ou seja, a entrada no auto-emprego é acíclica.

The self-employment theme has been gaining increasing relevance in the economies of the most diverse countries, being considered a great driver of the economy. In this field, there are several motivations that lead individuals to choose this type of work, which may be of a financial nature, where individuals expect higher income or simply choose this type of work because they have no alternative to earn income. In this sense it is possible to define entrepreneurship as being of opportunity, when the individual sees a business opportunity, or of necessity, when the individual opts for self-employment to be in a situation of unemployment, and self-employment is at a certain point best choice. Regarding Portuguese entrepreneurship, although not conclusive, it is found to be of opportunity. Relating the microdata of the employment survey of the National Institute of Statistics of Portugal, based on the years 2011 to the first quarter of 2017 and the macroeconomic variable regional unemployment, it appears that unemployment does not influence the decision making of Portuguese individuals on entry for self employment. In this way, decision making focuses on a personal choice and eventually the glimpse of a good business opportunity or simply the continuation of a family project. Thus, entry to self-employment is not sensitive to the regional unemployment rate ie entry to self-employment is acyclic.
