Um olhar sobre o acesso à saúde pelas populações imigrantes: O projeto "Saúde sem Barreiras"

Abstract

Em Portugal, os fluxos migratórios têm assumido um lugar relevante no debate das políticas públicas nacionais e têm gerado debate acerca do acolhimento das populações migrantes e do seu processo de integração, nos seus diversos âmbitos. O acesso aos cuidados de saúde previstos no Serviço Nacional de Saúde é um tema que suscitou a necessidade de uma recolha de dados e análise mais aprofundadas, em Portugal, mas também no contexto europeu. A garantia do acesso à saúde enquanto direito humano, e por parte de cidadãos imigrantes que buscam cuidados e tratamentos nos serviços públicos é muitas vezes dificultada por um conjunto de obstáculos no acesso aos mesmos, seja por falta de domínio da língua, por situação documental irregular ou por desconhecimento do funcionamento destes sistemas. Esta investigação procura identificar e retratar as barreiras vivenciadas na utilização do Serviço Nacional de Saúde como fator limitativo e determinante no processo de integração destas populações e comunidades.

In Portugal, the migration fluxes have assumed a relevant position in terms of national politics in the public sphere, also have been generating debate on the welcome of migrant populations, as well as their integration processes, in its various domains. The access to healthcare, predicted by the Health National Service is a matter that stirred up the necessity of a more profound data collection and analysis, in Portugal, but also in the European context. The assurance of healthcare as a Human Right by immigrant citizens, who seek in public services care and treatment, is very often limited or hampered by a set of obstacles faced in the access to these services or even in its use. Whether this is due to a lack of domain of the Portuguese language; by an irregular documental situation; or by unfamiliarity with the functioning of these systems. This investigation intends to identify and to portray the barriers experienced on the access to the National Health Service as a restrictive and determinant factor on the process of integration of immigrant populations and communities.
