A sub-representação feminina e os critérios de recrutamento político na Guiné-Bissau: os casos do PAIGC e do PRS

Abstract

A nossa dissertação tem como objetivo central compreender de que forma é feito o processo de recrutamento político dos candidatos à Assembleia Nacional Popular e para os cargos de chefia dos órgãos dirigentes partidários e quais as estratégias relativamente à eleição de mulheres seguidas pelos partidos políticos com assento parlamentar nas eleições legislativas de 2014–2019, nomeadamente o PAIGC e o PRS. Do ponto de vista metodológico, procurámos responder ao primeiro objetivo específico desta dissertação, analisando os estatutos dos partidos políticos confrontando-os com as entrevistas relativamente aos processos de seleção de candidatos a deputados e a cargos de direção partidária. No segundo objetivo, procurámos saber o número e a percentagem de mulheres que ocupam cargos dirigentes partidários onde identificamos as dificuldades que têm para apresentar as suas candidaturas a estes cargos e, por fim, analisámos as medidas que visam aumentar a presença feminina no parlamento por partido político e percebemos as diferenças que os mesmos apresentam quanto ao tema de igualdade de género. Entre 1994 e 1999 a representação feminina no parlamento guineense era de 7,8%, e atualmente (2019) situa-se em 13,7% 2019. Concluímos que os principais desafios enfrentados pelas mulheres guineenses no que diz respeito ao acesso aos cargos político-partidários são: preconceitos/discriminação contra as mulheres na política; a falta de vontade política por parte dos homens em mudar o status quo relativamente ao papel das mulheres na esfera doméstica, entre outros.

Our dissertation has as it central objective to understand in which way the recruitment process of the candidates to the Popular National Assembly and to the ruling offices is done, and what are the strategies taken by the political parties in the parliament in relation to the election of women to the legislative elections of 2014-2019, namely PAIGC and PRS. From a methodological point of view we tried to answer to the first specific object of this dissertation by analyzing the statuses of the political parties and confronting them to the interviews regarding the selection process of deputy candidates and to the ruling offices. On the second objective we tried to uncover the number and the percentage of women that occupy ruling offices in the parties, where we identified the difficulties they have to present their candidatures to these positions and lastly we analyzed the measures that strive to expand the feminine presence on the parliament by political party and we understood the differences that both show regarding the subject of gender equality. Between 1994 and 1999 the female representation in the Guinean parliament was 7.8%, and currently (2019) stands at 13.7% 2019. We conclude that the main challenges faced by the Guinean women concerning the access to the political ruling offices are: prejudice/ discrimination against women in politics; the lack of a political will on behalf of men to change the status quo in relation to the role of women on the domestic sphere.
