Cáritas de Setúbal: contributos para a cidadania

Abstract

Esta dissertação, sob o tema “Cáritas de Setúbal – Contributos para a cidadania”, é um estudo de caso de uma das instituições de referência na luta contra a pobreza e a exclusão social, com o objetivo de analisar o seu papel e as suas metodologias de intervenção e identificar os seus contributos para a promoção da cidadania dos seus utentes. Através da análise da Cáritas à luz dos princípios definidores da Economia Social e da Economia Solidária, a instituição foi enquadrada segundo estes conceitos para apreender as limitações e também as potencialidades que aqui se colocam, verificando se se pode considerar a instituição num ou noutro âmbito. Procedemos à análise dos métodos de intervenção da Cáritas, no âmbito da luta contra a pobreza e a exclusão social, verificando se os mesmos são promotores da emancipação e da cidadania dos seus utentes. Sendo a Cáritas uma instituição de referência na ação social da Igreja, estudou-se a sua missão e ação à luz dos princípios estruturantes da Doutrina Social da Igreja, analisando se estes estão refletidos na ação de «cuidar do outro», entendida como expressão da caridade cristã. Verificou-se que a Cáritas Diocesana de Setúbal é, no essencial, uma instituição da Economia Social, que atua à luz dos princípios da Doutrina Social da Igreja, destacando-se a sua preocupação clara pelo cuidado ao outro. Embora sejam significativos os seus contributos para a promoção da cidadania dos seus utentes, ainda existe caminho a fazer para aumentar o empowerment daqueles de quem cuida.

This dissertation, with the theme “Cáritas de Setúbal – Contributions to citizenship”, is the study about an important institution fighting poverty and social exclusion, whose aim is analysing its role and intervention methodologies and identifying the contribution and promotion of its users citizenship. Through the analysis of Cáritas in light of the defining principles of social and solidarity economy, the institution was placed according to these standards to establish its limitations and potential, verifying if this organization better fits one or the other. Proceeding to the analyses of Cáritas intervention methods, relating to the fight against poverty and social exclusion, it will be verified if they are promoters of the emancipation and citizenship of the citizens they protect. Being an institution devoted to the church’s social activities, this study specifies its mission and action according to the structural principles of the church’s social doctrine. Analysing if this action is reflected on the “care for others” concept, based on the Christian charity. This study verifies that Setúbal’s Cáritas Diocesana is, essentially, a social economical institution, which acts upon the Christian church’s doctrine, and cares for helping others. Even though its contributions to citizenship is quite remarkable, there is still a long way to go to increase the empowerment of all the people this organization provides care for.
