Sustentabilidade das pensões em São Tomé e Príncipe

Abstract

A escolha deste tema surge no sentido de produzir material de apoio às posteriores pesquisas, uma vez, que há escassez de informações disponíveis em S. Tomé e Príncipe sobre o assunto. O objetivo deste trabalho de projeto, é o de elaborar um conjunto de ideias sobre o possível desenvolvimento sistema de Segurança Social em S. Tomé e Príncipe. O Estudo debruçou-se em análises sobre a Teoria do Estado e Administração, os diferentes modelos do Estado, as principais correntes, a nova administração pública, que benefícios a nova gestão pública trouxe para o aparelho central de Estado. Contextualizar S. Tomé e Príncipe, histórica, política, social e economicamente, elaborar análises sobre o papel da segurança social na sociedade, e centrar sobretudo na função de Proteção Social na Velhice. De acordo com o cenário macroeconómico e projeções realizadas pelo sistema de proteção social em S. Tomé e Príncipe, verificou-se que, na conjuntura atual, o sistema está financeiramente sólido, entretanto, pode se tornar insustentável caso não definiam medidas de reforço para seu equilíbrio. Sendo assim, identificou-se em que medida está garantida a sustentabilidade do Sistema de Proteção Social em S. Tomé e Príncipe, e apresentou-se sugestões de reforço para o seu equilíbrio financeiro, através de duas iniciativas: "Como alargar a base contributiva" e a "Criação dos mediadores da Segurança Social", refletindo sobre ideias também em discussão em Angola.

The choice of this topic arises in order to produce material to support subsequent research, since there is a shortage of information available in São Tomé and Príncipe on the subject. The purpose of this project work is to inform readers about Social Security system in São Tomé and Príncipe and how it is handles. The study focused on analyses of State Theory and Administration, different State models, the main currents, the new public administration which benefits the new public management brought to central State apparatus. Contextualise São Tomé and Príncipe historical, political, social, and economically, to elaborate analysis about social security role in society and to focus mainly on Social Protection function in Old Age function. According to macroeconomic scenario and projections made by social protection system in São Tomé and Príncipe, it was found that in current juncture the system is financially sound; however, it can become unsustainable if not defined measures to strengthen their balance. Thus, it was identified to what extent the sustainability of the Social Protection System in São Tomé and Príncipe is guaranteed and suggestions were presented for strengthening their financial balance through two initiatives: "How to broaden the contribution base" and the "Creation of Social Security Mediators",reflecting on ideas also under discussion in Angola.
