A cidade nova de Santo André. Uma utopia urbana na Primavera Marcelista. Sines - indústria e estrutura portuária

Abstract

Entre as décadas de 60 e 70 do século XX, acreditando que a industrialização seria o motor para o desenvolvimento da economia nacional, o governo do Estado Novo lança os Planos de Fomento com o objetivo de valorizar e apostar na indústria em Portugal. Em 1971, já sob a orientação de Marcello Caetano e orientado pelo III Plano de Fomento, é lançado o empreendimento de Sines - um porto de aspiração mundial e um complexo de indústrias de base planeado para receber siderurgias, refnarias e indústria automóvel. Para além disso, desenhava-se também uma rede viária e uma cidade de raiz, Santo André. A construção de uma cidade nova era a oportunidade de ensaiar soluções urbanísticas mais depuradas e seria a resposta às necessidades habitacionais que o empreendimento de Sines exigia. Como acontecimento isolado foi “o maior projecto nacional do séc. XX, só comparável ao empreendimento da guerra colonial” (Eloy, 1997, 102). Ainda na década de 70 começaram a chegar os primeiros habitantes a uma cidade pensada para 100 mil habitantes, mas que nunca ultrapassou os 16 mil (Ribeiro, 2014). Construída do zero, no meio do areal e do pinhal, foi desenhada ou contou com a participação de quase todos os grandes arquitetos portugueses. Este trabalho apresenta uma leitura sobre a fundação, génese e evolução da Cidade Nova de Santo André, flha do projeto industrial e portuário de Sines procurando estabelecer uma relação entre o construído ao largo da Lagoa de Santo André.

Between the 60’s and 70’s of the 20th century, in the belief that the industrialization would be the booster for the national economy’s development, the Estado Novo government releases the Planos de Fomento with the goal of valuing and investing in the Portuguese industry. In 1971, already under Marcello Caetano’s guidance and guided by the III Plano de Fomento, the enterprise of Sines is released – a port of worldwide aspiration and a base industry complex planned to receive steel mills, refneries and automobile industry. Furthermore, a road network and a city from scratch, Santo André, were also being designed. The construction of a new city was the opportunity to rehearse more depurated urbanistic solutions and would be the answer to the housing needs that the enterprise of Sines required. As an isolated occurrence it was “the biggest national project of the 20th century, only comparable to the colonial war enterprise” (Eloy, 1997, 102). Still in the 70’s the frst inhabitants started to arrive to a city conceived for 100 000 inhabitants, but that never outgrew the 16 000 (Ribeiro,2014). Built from scratch, in the middle of the beach sand and the pinewood, it was designed or at least counted with the participation of almost all of the great Portuguese architects. This communication presents an approach on the foundation, genesis and evolution of the New City of Santo André, born from the industrial and port project of Sines seeking to establish a connection between the construct by the lagoon of Santo André.
