Reconfiguração social em Angola: Ordem local e quotidiano pós-conflito

Abstract

Em 2002, após vinte e sete anos de conflito violento, a guerra civil angolana chegou ao fim. Sucederam-se promessas, veiculadas sobretudo pelo Governo, de um futuro de reconciliação, reconstrução e desenvolvimento, gerando expectativas na sociedade e na comunidade internacional. O pós-conflito anunciava um processo de profunda transformação social. Recorrendo à sociologia da vida quotidiana e à noção de produção local da ordem, esta tese procura captar os contornos da transformação da sociedade angolana no pós-conflito, com base em dados recolhidos nas áreas urbanas de Luanda, Benguela, Huambo e Lubango por meio de entrevistas, observação participante, registos etnográficos e análise documental. O estudo da vida quotidiana após o fim do conflito aponta para uma reconfiguração da própria sociedade angolana. Verifica-se que há elementos de continuidade do processo da sua constituição histórica, e outros que acentuam e dão visibilidade a transformações ocorridas ainda durante o conflito; ao mesmo tempo, é pela adaptação a novos contextos de acção, pela reconstrução de rotinas resultantes de interacções quotidianas e de interpretações dos actores que a ordem é produzida localmente, com repercussões especialmente na geografia física e social das zonas urbanas e no seu funcionamento. As intermitências do aparelho administrativo do Estado, ausente em alguns casos e excessivamente presente noutros, acentuam as incertezas e riscos inerentes à reconstrução do quotidiano. A tensão entre o discurso hegemónico sobre reconstrução e desenvolvimento e, por outro lado, a necessidade de conferir sentido e previsibilidade ao quotidiano parece constituir uma das características, talvez a principal, do pós-conflito em Angola.

In 2002, after twenty seven years of violent conflict, the Angolan civil war came to an end. It gave way to promises, especially by the Government, about a future of reconciliation, reconstruction and development, generating great expectations both among civil society and the international community. The post-conflict situation announced a process of deep social transformation. Recurring to everyday life sociology and the notion of local order production, this thesis outlines an understanding of the transformation of society in post-conflict Angola, drawing on data collected in the urban areas of Luanda, Benguela, Huambo and Lubango by means of interviews, participant observation, ethnographic registry and documental analysis. The study of everyday life after the end of the conflict points to a reconfiguration of Angolan society itself. There are lines of continuity with the process of its historical constitution, and also elements that accentuate and bring out transformations that occurred during the war; simultaneously, social actors adapt to new contexts of action, rebuild routines that depend on everyday interaction and their interpretations of such contexts, thereby producing local order and impacting the social and physical geography of urban settings and their functioning. The intermittencies of the State’s administrative apparel, either absent or excessively present, amplify the uncertainty and risks that are inherent to the rebuilding of everyday life. The tension between the hegemonic discourse about reconstruction and development and, on the other hand, the need to make everyday life meaningful and somewhat predictable emerges as possibly the major feature of post-conflict Angola.
