Estimação da procura residencial de eletricidade em Portugal

Abstract

Este estudo constitui a primeira tentativa bem sucedida de calcular a elasticidade preço (até então ainda não atingida) para o caso português, procurando também inovar no sentido de considerar possíveis variações do multiplicador associado às variáveis consideradas na função procura. Procurou-se, através de uma função procura do tipo Cobb-Douglas e da aplicação do método dos mínimos quadrados, analisar qual o impacto que alguns fatores têm na procura de eletricidade no sector residencial em Portugal Continental, quantificando as suas elasticidades em relação a variáveis explicativas com impacto comprovado na literatura como sejam o PIB per capita, o preço do próprio bem e a temperatura, analisados sob a forma de séries temporais anuais entre 1960 e 2013. A conclusão que se obteve está em linha com a literatura, com todas as variáveis a mostrarem ser estatisticamente significativas e com os impactos previstos. O PIB per capita mostrou ser a variável independente cujas variações têm um maior impacto na procura. Levantaram-se também fortes indícios de que a evolução tecnológica ao longo dos anos e o consequente aumento da eficiência energética contribuem para diminuições no consumo, no entanto, esta fator ainda deverá ser alvo de análises mais aprofundadas.

This study is the first successful approach to the calculation of price elasticity applied to Portugal. It also intends to innovate in the way of considering possible the variations of the associated multiplier, to the variables used in the demand function. In this project it was intended to analyse the impact that some factors have in the demand for electricity on the residential sector in Portugal, using a Cobb-Douglas demand function and applying the ordinary least squares method, in order to quantify its elasticities. This quantification is done towards several explanatory variables with impact proven in the literature, being them the GDP per capita, the price of the good itself, and the temperature/weather, that were analysed as time series, between 1960 and 2013. The conclusion obtained is coherent with the remaining literature, where all the variables show themselves as statistically significant, and with the expected impacts. The GDP per capita was found to be the independent variable whose variations have the most impact on the demand. We also find strong indications that technological evolution, and its consequent improvement of energy efficiency, contribute to the decrease in consumption. However this factor still calls for a deeper analysis.
