O sistema de controlo interno

Abstract

A intervenção do Estado na vida quotidiana pode ser sentida com mais ou menos intensidade, mas está sempre presente. De entre os vários princípios estruturantes da atividade pública, destacam-se o da prossecução do interesse público e o da legalidade, porquanto funcionam quer como limite quer como objetivo da função administrativa. Percorrendo os vários momentos em que se pensou a administração pública, com particular incidência na segunda metade do seculo XX, assistimos ao nascer, e à transformação, de três correntes que a pensaram e a têm vindo a moldar. Essa análise, conforme espelhada no capítulo I do presente trabalho, define o modelo, ou modelos, de administração em que nos inserimos. A flexibilidade da gestão importou, também, a necessidade de desenvolver um sistema associado. A inovação, a descentralização, a desmaterialização foram-se desenvolvendo e impondo, em simultâneo com a necessidade de cada vez mais serem prestadas contas aos administrados por quem os administra. Instituindo-se, assim, um efetivo sistema de controlo, conforme retratado no capítulo II. Nos capítulos III e IV, desenvolveu-se o tema dedicado ao sistema de controlo interno, contextualizado no âmbito do Ministério da Educação e Ciência, caraterizado pela intervenção da Inspeção Geral, enquanto órgão de controlo setorial. Partindo de um universo de controlo vasto, com uma profusão de serviços e organismos associada a uma heterogeneidade de formas de organização, procurou-se, responder à questão de saber se a IGEC está a apta a responder ao que lhe é legalmente solicitado. Face às limitações de recursos, humanos e materiais, com que se depara, elaborarou-se um conjunto de propostas que visam obviar a essas limitações e com isso melhorar a eficiência e eficácia do sistema de controlo dos recursos financeiros na esfera de tutela do Ministério da Educação e Ciência

The intervention of the State on the everyday life can be felt with more or less intensity, but it is always there. Among the various structuring principles of public activity, the ones that stand out are the pursuit of the public interest and the principle of legality, for how much they work either as a limit or an objective of the administrative function. Covering the several moments in which the public administration was considered, with particular incidence on the second half of the 20th century, we have watched the birth and the transformation of three trends that reflected about it and have been changing its shape. That analysis, as it has been seen on chapter one of this paper, defines the model, or models, of administration that we are placed in. The easing of management imported, also, the need of developing an associate system. The innovation, the decentralization and the dematerialization were developing and imposing, all together with the need of, increasingly, accounting the administrated by the ones that administrate them. Instituting, this way, an effective system of control, as it was seen on chapter two. On chapters three and four is the developing of the subject matter dedicated to the internal control system, contextualized in the scope of the Ministry of Education and Science, featured by the intervention of the General Inspection as an organ of sector control. Starting from a universe of vast control with a profusion of services , and their heterogeneity of forms of organization, an answer was sought to know if IGEC is able to respond to whatever it is, legally, solicited to them. Given the resource limitations, both human and material, that it faces, it has been prepared a set of proposals that aim to obviate those limitations, and with that, improve the efficiency and effectiveness of the control system of the financial resources in the sphere of guardianship of the Ministry of Education and Science.
