Dimensão sociopolítica do município de Luanda durante o século XVII

Abstract

O município de Luanda, fundado no último quartel do século XVI, é contemporâneo da instalação do regime colonial em Angola e pode ser associado à conquista do território. Constituía, de facto, uma retaguarda estável de apoio à guerra, muito violenta, que os governadores e os militares desenvolviam no “sertão” e teve, por isso, um importante papel político na vida do território. Um dos objectivos centrais deste artigo é identificar e estudar a composição social dos “moradores”, a pequena oligarquia na qual eram escolhidos os executivos camarários. Simultaneamente, são analisadas as relações com o poder central, em Portugal, e, localmente, com os governadores. A coabitação entre os governadores e a câmara foi sempre difícil e competitiva, procurando as duas instituições enfraquecer-se mutuamente e esvaziar as respectivas competências.

The Luanda municipal council was founded in the last quarter of the 16th century, at the same time the colonial regime was instituted in Angola, and was closely associated with the conquest of the territory. It was, in fact, a stable rearguard which supported the extremely violent war that governors and military forces pursued in the “sertão” (hinterland) and hence played an important political role in life in the region. One of the primary objectives of this article is to identify and study the social composition of the “moradores”, i.e. the small oligarchy from among whom municipal executives were chosen. Simultaneously, this study also examines the municipal council’s relations with the central Portuguese authorities and, locally, with the governors. Relations between the governors and the municipal council were highly competitive, as both sought to undermine the other and assimilate their respective competences.
